PERSONNEL COMMITTEE MEETING
Date: February 20, 1996 Location, Government Center, Hudson
The Personnel Committee meeting was called to order at 9:03
a.m. by Vice Chairman Dick King. Members present King, Karen
Bailey, and Bill Krueger. Excused absence: John Bradley and Len
Nyland. Also present: John Krizek, John Borup, Fred Johnson, and.
Debra Kathan.
Moved (Krueger, Bailey) and approved to adopt the agenda as
presented. Moved (Krueger, Bailey) and approved to accept the
minutes of the November 21 meeting of the Personnel Committee.
Social Work Supervisor Fred Johnson brought forth a
recommendation from the Human Services Board to approve an LTE
Social Worker position to focus on restitution and community
service issues in the County. The Early Intervention grant from
the state runs until June 30 and covers the wages and associated
costs of an LTE position. If new money is available after June 30,
1996, Johnson indicated that he would return to the Human Services
Board and the Personnel Committee for a new set of approvals to
continue the position. Moved (Bailey, Krueger) and approved to
accept the position of LTE Social Worker for restitution and
community service as funded by the Early Intervention Grant with
the understanding that the position will terminate on June 30, 1996
or at such time as state funding does not cover the cost of the
position, whichever comes first. The Committee asked for a.
position/program review from Johnson prior to June 30 so the
committee can consider renewal of the position.
Chuck Christenson appeared on behalf of the Land Conservation
grant, approved by the County Board, which establishes the
Kinnickinnic River Watershed Project. Christenson requested that
regular staff be hired under the terms of the grant to carry out
the project. Moved (Bailey, Krueger) and approved to establish the
regular positions of project manager (full-time) and secretary
(half-time, but combined with another half-time in the office to
make a full-time position); with the understanding that should
funds no longer be available to cover the costs of these positions,
the positions would be eliminated.
The Committee met with the five elected County officials to
review the issue of setting salaries prior to the taking -out of
nomination papers for the positions of County Clerk, County
Treasurer, Clerk of Court, Register of Deeds, and Sheriff. Present
were Sue Nelson, Mary Jean.Livermore, Kay Walsh, Paul Burch, and
Barb Kaiser representing Lori Meyer. Kaiser excused herself from
the meeting, noting that the meeting was for wage issues rather
than office management issues. The Committee reviewed a 19-county
comparison of elected official wage rates.
Nelson indicated that she was concerned with parity in
comparisons with other counties. Burch noted that he was paid less
than his Chief Deputy. He also reviewed the growth in law
enforcement, particularly the jail operations and the addition of
several more employees. Livermore stated that she would like to
see the officials brought up to the average wage paid in the area.
Walsh indicated that she had done her own research using the 13-
county District 5 and found that St. Croix County ranked 6th. The
Committee decided to take action on the wage issue at its next
meeting.
The Committee authorized the Evaluation Team to review the job
description for the position of Resource Development Specialist --
Case Manager in Human Services. The Committee held on the
refilling of the recently -vacated Assistant Librarian position
until the next meeting.
The Committee was informed of grants received by the Office on
Aging to fund positions in Faith -in -Action Ministries and the Day -
Away Club. Temporary, part-time positions have been filled to
manage those programs.
The Committee reviewed an annual report from the PHN
Supervisor evaluating a shared PHN position in her department. She
was pleased with the job -share position and encouraged its
continued existence.
Motion (Bailey, Krueger) to go into closed session per Wis.
Stat. 19.85 (1) b, c, and g for the review of labor issues,
grievances, and negotiations planning. Roll call vote: all aye;
moved into closed session at 10:25 a.m. Moved (Krueger, Bailey)
and approved to come out of closed session at 11:35 a.m. The next
Committee meeting was scheduled for March 13 at 1 p.m. King
adjourned the meeting at 11:40 a.m.

Re: Setting wages for Elected Officials
A number of years ago, the Finance Committee had the
responsibility of establishing wages for the Elected Officials
prior to the taking -out of nomination papers. Sometimes, the
Personnel Committee was consulted, sometimes not. In recent years,
that responsibility has fallen to the Personnel Committee. In
reviewing minutes from early 1994, I noted that the Personnel
Committee submitted recommendations to the County Board for the
establishing of 1995 and 1996 wage rates for the positions of
County Clerk, County Treasurer, Clerk of Court, Register of Deeds,
and Sheriff.
Each time, our office has been asked to prepare documentation
regarding wage comparables, etc. The listing below shows the
comparable wages from the 19-County List that we use, updated to
1996. Please call me if you have any questions. I don't know that
the Committee will be prepared to take action on the 20th, but you
may want to study the information and make a determination at a
later date.

Twelve of the surveyed counties pay some or all of their elected
positions (excluding Sheriff) the same wage rate. The others pay
a different wage rate to each of the five elected officials.
