MINUTES
PLANNING, ZONING & PARKS COMMITTEE
APRIL 17, 1996
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Tom Dorsey; Supervisors Bill Oemichen, Ron Raymond and Linda Luckey.
Staff present included Dave Fodroczi and Ellen Denzer.
ABSENT: Supervisor George Menter, excused.
Chairperson Dorsey called the meeting to order at 7:05 p.m. Motion by Oemichen, seconded by Luckey
to adopt the agenda. Motion carried.
Metropolitan Planning Issues
Fodroczi presented a handout that summarized five metropolitan planning projects that could have a
variety of effects on St. Croix County. These projects involved the Metropolitan Council, Minnesota -
Wisconsin Boundary Area Commission, National Park Service, Metropolitan Airports Commission and
the Humphrey Institute of the University of Minnesota. The Committee had an extensive discussion about
the potential impacts of the metropolitan organizations and their policies and activities on St. Croix
County. The Committee expressed concern about the potential for the Wisconsin Governor and/or
Legislature to commit the County as an unequal partner in metropolitan planning. The Committee also
discussed preparing a resolution on metropolitan planning to submit to the Governor and Legislature. The
Committee directed staff to contact Pierce and Polk Counties to identify their interest in a multi -county
approach to these issues and the development of the resolution.
Perch Lake Appraisal
Denzer explained that the Planning Department received four proposals to prepare needed appraisals on
the properties and potential road easements on Perch Lake. Two proposals were eliminated from further
consideration because of price or lack of experience. Denzer presented a handout summarizing the
background and qualifications for Norman Mesum of Lake Tomahawk, Wisconsin and Wendy Walker of
Minneapolis, Minnesota. Both appraisers had extensive relevant experience and were highly recommended
by the District DNR Real Estate Supervisor. The Mesum proposal included a price of $2,600, and the
Walker proposal included a price of $5,000. Staff recommended accepting the Mesum appraisal, unless
the Committee felt Walker's familiarity with the area market warranted the added expense. Motion by
Raymond, seconded by Luckey to accept the Mesum proposal at $2,600. Motion carried.
Motion by Luckey, seconded by Raymond to adjourn the meeting at 9:30 p.m. Motion carried.
