CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI PRESENT: Chairperson Tom Dorsey; Supervisors Ron Raymond, Linda Luckey and George Menter. Members of the Information Services Committee in attendance included John Borup, Dan Fedderly, Dave Fodroczi, John Krizek and Rich Loney. Staff in attendance included Kathryn Beutel, Chuck Christenson, Ellen Denzer, Dale Kalsow, Tom Nelson, Mary Vadnais, Kay Walsh and Kay Zilz. Guests included Bart Elliott and John Kelly of UGC Consulting ABSENT: Supervisor Bill Oemichen, excused. Chairperson Dorsey called the meeting to order at 1:10 p.m. Motion by Raymond, seconded by Menter to adopt the agenda. Motion carried. Presentation of Strategic Implementation Plan for Land Information by Land Information Consultants, UGC Consulting. Fodroczi introduced Bart Elliott and John Kelly of UGC Consulting who were the principal staff for developing a Strategic Implementation Plan for Land Information for St. Croix County. Fodroczi explained that the results of the planning effort would be used by the Land Information Committee and Planning, Zoning and Parks Committee to update the County Land Information Plan and budgeting Land Records Funds. Kelly of UGC introduced and played a videotape of the WINGS project, a countywide land information project that UGC helped develop in Winnebago County, Wisconsin. With the aid of a set of overheads, Kelly summarized the major steps and objectives of the planning process and the major sections of the Strategic Implementation Plan. The process included a project kickoff, user interviews and data gathering, needs assessment and a strategic planning workshop. The plan addresses land information project objectives, applications, data and data conversion, hardware and software, system design and project organization. Projected program activities in the proposed plan were scheduled out through the year 2000 with a total project cost of $2.7 million for all facets of the total project. During and after Kelly's presentation, Committee members and other in attendance asked several questions about the proposed plan. They addressed issues of costs, benefits, system architecture, maintenance, operating systems, database design and the timing of project activities. After everyone had an opportunity to ask questions and discuss the UGC staff responses, Dorsey thanked Kelly and Elliott for their work and UGC's services, as well as staff for their efforts. The Committee deferred any action until they had more opportunity to review and discuss the details of the plan. Zoning Officc Staffing Nccds It was agreed to proceed on the strategy of hiring a Zoning Administrator and to go forward to the Personnel Committee for approval.
