MINUTES
PLANNING, ZONING & PARKS COMMITTEE
AUGUST 13, 1996
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Tom Dorsey; Supervisors Ron Raymond, Linda Luckey and George
Menter. Staff in attendance included Joe Grant, Tom Nelson, Kay Walsh and Dave
Fodroczi.
ABSENT: Supervisor Bill Oemichen, excused.
Chairperson Dorsey called the meeting to order at 9:10 a.m. Motion by Raymond, seconded by
Menter to adopt the agenda. Motion carried.
1997 BUDGET REVIEW
Parks
Grant submitted 1997 budgets totalling $252,436. He projected 1997 revenues of $63,000. The
Committee reviewed and acted on each budget separately.
Grant reported that there would be. no Snowmobile Association Fund request for 1997. Motion
by Luckey, seconded by Raymond to approve no request for 1997. Motion carried.
Grant submitted a budget for Pine Lake Park of $5,226, including a $2,000 estimate for
electricity to run the recently installed aerators. Motion by Luckey, seconded by Menter to
approve as presented. Motion carried.
Grant proposed a $20,609 budget for operations at Troy Park. Motion by Menter, seconded by
Raymond to approve as presented. Motion carried.
Grant submitted a budget for Glen Hills Park in the amount of $180,856. Motion by Raymond,
seconded by Menter to approve as presented. Motion carried.
Grant proposed a budget of $36,180 for the Woodville Trail Fund. The budget included $33,000
for materials for restoration of several culverts on the trail with labor and equipment provided
by the Army Reserve. Motion by Dorsey, seconded by Luckey to approve as presented. Motion
carried with Menter voting "No".
Grant proposed a Parks Outlay budget of $45,745. Discussion of pickup truck and snowplow.
Motion by Luckey, seconded by Raymond to remove pickup truck ($15,000) and snowplow
($2,675). Motion carried. Committee instructed Grant to check out the warranty on the existing
Dodge pickup and to get an estimate on improvements to the barn/shop building at Glen Hills.
Luckey excused at 10:15 a.m.
Zoning
Nelson presented budgets totalling $235,917. Committee reviewed as a package. Discussion of
vehicle lease and temporary help. Motion by Raymond, seconded by Menter to transfer $619 to
the New Vehicle line from another line and instruct Nelson to discuss leasing County vehicle with
Rich Loney. Motion carried. Motion by Raymond, seconded by Menter to approve the Zoning
budget as presented with the increase of temporary clerical help to 1,500 hours. Motion carried.
Register of Deeds
Walsh presented a proposed 1997 budget of $227,647 for the Register of Deeds. Discussion of
microfilming old, worn records, hardware/software needs and automation of tract index. Motion
by Raymond, seconded by Menter to approve the budget as presented with an amount to be added
for microfilming older records. Motion carried. Committee instructed Walsh to get estimate for
microfilming and add to budget before submitting.
Planning
Fodroczi presented the budget for the annual allocation to West Central Wisconsin Regional
Planning in the amount of $32,033. Motion by Dorsey, seconded by Raymond to approve as
presented. Motion carried.
Fodroczi submitted a proposed budget of $74,363 for the Real Property Lister. Raymond noted
that an amount of $350 had not carried to the total for line 313, Copy Expense. Discussion of
possible computer equipment needs. Motion by Raymond, seconded by Menter to approve the
budget as presented with the revised amount of $74,713. Motion carried.
Fodroczi presented alternative Planning budgets to the Committee. One included all of his
personnel costs and the other included 85% of his personnel costs with the other 15% to be
allocated to the Land Records budget. Discussion of history of allocation of staff costs to Land
Records budget. Motion by Raymond, seconded by Menter to approve Planning budget at
$191,105 with 15% of Fodroczi's personnel costs to be allocated to the Land Records budget.
Fodroczi reported that Land Records and Economic Development Corporation budgets were still
being developed. Committee instructed Fodroczi to bring those budgets to regular Committee
meeting on August 27th.
Motion by Raymond, seconded by Menter to adjourn the meeting at 11:45 a.m. Motion carried.
