ANNOUNCEMENTS AND CORRESPONDENCE POSSIBLE AGENDA ITEMS FOR NEXT MEETING ADJOURNMENT (Agenda not necessarily presented in this order) SUBMITTED BY: St. Croix County Zoning Office DATE: September 5, 1996 COPIES TO: County Board Office Committee Members County Clerk New Media/Notice Board MINUTES PLANNING, ZONING & PARKS COMMITTEE SEPTEMBER 30, 1996 TROY TOWN HALL Present: Supervisors Tom Dorsey, George Menter, Linda Luckey, Ron Raymond and David Hense, and Assistant Zoning Administrator Mary Jenkins. Chairman Dorsey called the hearing to order at 7:40 p.m. and explained the rules of the hearing to those present. Jenkins read the hearing notice as published. John and Thomas Ruemmle requested to rezone a parcel of 267 acres from Ag to Ag Residential and Commercial. The property is located in the W 1/2 of Section 19, T28N - R19W, and the E 1/2 of Section 24, T28N - R19W, Town of Troy. Charles Cook of Continental Development Corporation presented the request. He explained that the proposed development for the property will encompass 458 acres, of which 200 acres was previously rezoned. The development will be a cluster development, consisting of 176 residential lots and an 18 hole public golf course. The lots will be one acre lots, with a density of one lot for every 2.6 acres. Approximately 12 acres of the project are located within the St. Croix County Riverway District. He discussed drainage pattern of the property and the proposed entrances to the development. Mr. cook told committee members that there will be improved, but not paved, walking paths, and discussed the proposed Home Owners Association and Covenants. The residential portion will be developed in 4 or 5 stages of 45 lots per phase; with the first phase scheduled for spring of 1997, and the.golf course opening planned for the summer of 1998. Mr. Cook addressed concerns previously expressed by the Township, including nitrate loses to groundwater by private septic systems, traffic impact, and property tax consequences. Supervisor Raymond discussed the impact the development will have on the school system. David Whelchel, who is with the Michael Hurdzan Co., the golf club developer, explained the golf course and discussed the impact on the environment. He told the committee that the company is committed to responsible management, and that personnel will be licensed by the State of Wisconsin to apply the necessary chemicals. Chairman Dorsey questioned the presenters about Township concerns. Dean Albert, Town Chairman, told the committee that all of the Town's concerns have been addressed and satisfied. He stated that the Town of Troy has passed a cluster development ordinance. Mr. Albert stated that the Township is supporting the development. Phil Belfiori, Watershed Planner for the Kinnickinnic Watershed Project, addressed the committee regarding the goals for cleaner water for the watershed area. He invited Mr. Cook to join the partnership group. After further discussion by the committee, a motion was made by Raymond, seconded by Luckey, to close the hearing. Motion carried. Chairman Dorsey requested committee action on the rezoning petition. Supervisor Raymond indicated that he wpuld like to review all the information provided by the developer, as well as having Zoning and Land Conservation staff review the information. Chairman Dorsey requested that staff and committee have review completed by the _October 22 Committee meeting with a decision on the rezoning request to be reached at that time. Dorsey informed those present that on October 22 there will be committee participation only, with no further public comments being taken.
