PLANNING, ZONING & PARKS COMMITTEE
OCTOBER 17, 1996
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Tom Dorsey; Supervisors Ron Raymond, Linda Luckey, George
Menter and Dave Hense. Staff in attendance included Tom Nelson, Greg
Timmerman and Dave Fodroczi. Supervisor John Bradley was also in attendance.
Chairperson Dorsey called the meeting to order at 9:07 a.m. Motion by Hense, seconded by
Raymond to adopt the agenda. Motion carried.
Closed Session Pursuant to Sec. 19.85(1)(g), Wisconsin Statutes, to Confer with Legal
Counsel with Respect to Likely Litigation (St. Croix Riverway District.
Motion by Hense, seconded by Raymond to go into closed session pursuant to Sec. 19.85(1)(g),
Wisconsin Statutes, to confer with legal counsel with respect to likely litigation involving the St.
Croix Riverway District. Unanimous roll call vote. Motion carried. Present for the closed
session were all Committee members, Board of Adjustment Chairman John Bradley and staff
members Timmerman, Nelson and Fodroczi. Special counsel Ray Pollen of the Milwaukee law
firm of Crivello, Carlson, Mentkowski and Steeves, S.C. participated in the closed session by
telephone from 9:20 to 10:35 a.m.
Reconvene into Open Session Pursuant to Sec. 19.85(2), Wisconsin Statutes.
Motion by Hense, seconded by Raymond to reconvene into open session pursuant to Sec.
19.85(2), Wisconsin Statutes. Motion by Hense, seconded by Menter to amend the St. Croix
Riverway District of the St. Croix County Zoning Ordinance to change the definition of bluffline
to maintain a 100 foot setback from the 12% slope line consistent with past review and
enforcement policies, and to make more restrictive the vegetative management provisions
regarding tree trimming and removal. Motion carried. Chairperson Dorsey requested that
Timmerman have the proposed ordinance language for the revisions drafted for the Committee's
meeting on October 22, 1996.
Discuss County Development Plan and Zoning Ordinance
Fodroczi presented a brief status report of project activities. Discussion.
Motion by Menter, seconded by Hense to adjourn the meeting at 11:50 p.m. Motion carried.
