MINUTES
PLANNING, ZONING & PARKS COMMITTEE
DECEMBER 6, 1996
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Tom Dorsey; Supervisors Ron Raymond, Linda Luckey, George
Menter and Dave Hense. Staff in attendance included Tom Nelson, Greg
Timmerman, Ellen Denzer and Dave Fodroczi. Jim Harrison of the Minnesota -
Wisconsin Boundary Area Commission staff was also in attendance.
Chairperson Dorsey called the meeting to order at 10:05 a.m. Motion by Hense, seconded by
Raymond to adopt the agenda. Motion carried.
Review Final Amendments to Riverway District Sec. 17.36
Timmerman reviewed his December 6, 1996 memorandum detailing revised language for
blufflines and vegetative management in the Riverway District of the County Zoning Ordinance.
Discussion.
Nelson raised a concern that setbacks from the ordinary high water mark and bluffline would not
cover tree cutting on large bluff faces that extend beyond the setbacks. Discussion on tree cutting
and the impact of DNR forestry management policies and woodland tax programs on riverway
regulations.
Nelson reviewed his December 6, 1996 memorandum and acknowledged need to reconcile
references to diagrams. Harrison passed out maps of areas visible from the St. Croix River.
Discussion.
Timmerman will revise and integrate the text language with diagrams per the Committee's
comments for distribution to the Committee on December 18th for recommendation of a final
draft on December 20th for public hearing. The Committee instructed Nelson to draft a letter
requesting DNR management to review and reconcile conflicts between DNR policies and
procedures for forestry management and land use regulations in the St. Croix River Riverway.
Motion by Raymond, seconded by Hense to adjourn the meeting at 11:30 a.m. Motion carried.
