PUBLIC PROTECTION COMMITTEE MEETING
November 7, 1996
MEMBERS PRESENT: William Krueger, Herb Giese, Chuck Mehls, Jack
Dowd and Bob Gunderson. Chuck Mehls was excused at 9:25 a.m.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Chief
Jailer Karen Humphrey, Child Support Administrator Lynn Holmes,
John Krizek and Renee Carufel.
Motion to approve the agenda as published by Mehls/Dowd. Carried.
Motion to approve the minutes of Oct .8th by Giese/Gunderson.
Carried.
Date of the next meeting Dec. 6th 9:00 a.m.
ID CARDS: Mehls explained the need for proper identification of
County Board members such as at certain meetings outside of the
county. The total cost for supplying these to the present board
members would be the cost of a roll of Polaroid film, (about $10),
as we have the other equipment necessary to make these.. Motion by
Giese/Mehls to provide all the County Board Supervisors with a
picture ID. Carried.
CHILD SUPPORT REPORT: Holmes reported on the new office furniture
that Swartz is furnishing for the Child Support office for a cost
of $11,752.56. She also requested an additional $1560 for headset
phones that are needed for her specialists to prevent neck
problems. John Krizek said it would be no problem to have this
amount come out of the workers' compensation account and he will
clear this with the Finance committee.
IMMIGRATION INMATES POTENTIAL INCREASE: Humphrey reported that the
Immigration Department has contacted her several times inquiring
about additional available space. They would use this facility much
more if we had the room. Krizek said he will check with Waukesha
as they entered into an agreement where the Federal government paid
for the cost of expanding the existing facility with the
understanding that they could use it with no daily charge for ten
years, after that it would become the asset of the county. It
would be a good idea to have the Immigration people meet with the
Public Protection Committee and share their ideas.
BILL'S & VOUCHERS: The vouchers were reviewed. Motion by
Giese/Gunderson to approve the Jail bills of $47,363.38 and the
Sheriff's Dept. bills of $4842.40. Carried. The revenue for the
month of Oct. was $140,333.78.
JAIL ASSESSMENT/MAINTENANCE: Karen talked with Dave Best and they
are in the process of getting bids for improvements that are needed
in the Jail. This will be brought back to the next meeting.
LEAVE OF ABSENCE: Jailer Jill Germain requested an unpaid leave of
absence from Nov. 15th until Jan. 1, 1997 because all of her PTO,
long term sick leave and compensatory time has been used.
Discussion. Motion by Dowd/Gunderson to deny the unpaid leave of
absence from Nov. 15th to Jan 1st. Carried.
SHERIFF'S REPORT: The Sheriff's Department has applied to have a
fingerprint system put in by the State. This is a one year project.
If St. Croix County is chosen, the State might offer it to us at
the end of the year. Update of the digital imaging equipment was
presented.
The Sheriff was questioned as to how much revenue the County is
receiving from traffic citations. He explained that most tickets
that are written come from the officers on the shift working
overtime through the Highway Safety Grant money. After the three
new officers are in place this should improve. The progress of the
Clerk of Court reporting on the fines was discussed.
CHIEF DEPUTY REPORT: Ihrke reported on the drug grant. The County
should receive up to $50, 000 and this grant will be shared with
Polk Co. Ihrke updated the committee on the progress of the Clues
program.
DISTRICT ATTORNEY'S REPORT: The bills were reviewed. Motion by
Giese/Dowd to approve the vouchers of $1038.66. Carried.
MEDICAL EXAMINER'S REPORT: Motion by Gunderson/Giese to approve
the bills of $3207.59. Carried.
Motion by Giese/Dowd to adjourn at 11:05. Carried.
