William Krueger, Herb Giese, Chuck Mehls, Jack Dowd and Bob Gunderson. STAFF PRESENT: Sheriff Paul Burch, Chief Jailer Karen Humphrey, Medical Examiner Marty Shanklin, District Attorney Eric Johnson, Service Technician Dave Best, Communications Director Bruce Brantner and Renee Carufel. The meeting was called to order at 9:00 a.m. by Chairman Krueger. Motion to approve the agenda as published by Dowd/Giese. Carried. Motion to approve the minutes of Sept. 6th by Giese/Mehls. Carried. Date of the next meeting Nov. 7th at 9:00 a.m. MEDICAL EXAMINER REPORT: Shanklin reported on two autopsies for Sept. Motion by Giese/Dowd to approve the vouchers of $4896.84. Carried. The revenue from five cremations for the month of Sept. was $250. SHERIFF'S REPORT: The vouchers for the Sheriff's Department and Jail were reviewed and questioned. Motion by Mehls/Dowd to approve the vouchers of $38,2332.50 for the Jail and $11,834.07 for the Sheriff's Department. The revenue for the month of Sept from the Jail was $56,910.48. The average daily population of the Jail for Sept. was 103. Captain Humphrey reported that she has had to turn inmates from other counties away because our jail was too full. The committee asked the Sheriff to write to the surrounding counties informing them that the daily boarding fee for inmates will increase from $50 to $55 as of Jan. 1, 1997. Sheriff Burch reported that Patrol Captain Thompson attended the Highway Safety Convention last week. The County will receive the same safety grants as last year and Burch complimented Thompson on the outstanding job he did in filling out the grants. JAIL LIBRARY: Captain Humphrey reported that the Jail will receive $2000 from the County for library maintenance. She has contacted Maureen Farrell and other librarians for help in obtaining regular assistance in the operation of the Jail library. The committee advised her to have Farrell contact the local libraries for this assistance. DISTRICT ATTORNEY'S REPORT: Motion by Dowd/Giese to approve the bills of $1527.12. Johnson presented an ordinance prohibiting the purchase or possession of tobacco products by a child. Discussion was held. Anyone under the age of 18 caught smoking or possessing tobacco products will be subject to a $50 fine. Failure to pay the fine will result in revocation of their motor vehicle license for not less than 30 days nor more that 5 years. Johnson stated this is not something new as many other municipalities have this in place. After reviewing this, the committee recommended turning this over to Corporation Counsel Greg Timmerman for his opinion. This will be addressed at the next meeting. JAIL MAINTENANCE & JAIL UPGRADE REQUIREMENTS: Service Technician Dave Best explained the upgrades needed in the Jail. The toggle switches on the control panels are wearing out. Discussion was held on the best way to replace these. The committee advised Best to contact some vendors and'report back at the next meeting. Captain Humphrey has received a bid for new carpeting in the Jail. Carpeting is needed for a sound barrier. The bid was $9144 for 335 square yards of carpet, removal of the old, installation of the new including the glue. The bid stated that the cost of installation might be higher if removal or installation was difficult. Discussion was held on the possibility of removing the tables that are bolted down to the floor for easier installation. Motion by Giese/Gunderson to spend up to $10,000 to purchase the carpeting from the Jail assessment fund. Carried. Humphrey also stated that she had a bid of $1250 for a carpet extractor that is needed to keep the new carpet clean. Motion by Dowd/Mehls to purchase this also from the Jail assessment fund. Carried. Captain Humphrey informed the committee .that there is a need to upgrade the software for the Guard Walk System. Motion by Mehls/Giese to approve $5000 for this software and $2000 for a PC to run it from the Jail assessment fund. Carried. There was discussion on the need for some new radios. Motion by Dowd/Giese to purchase six new radios at a cost of $6000 from the Jail assessment fund. Carried. CHILD SUPPORT ADMINISTRATOR'S REPORT: Lynn Holmes explained the funding for the temporary part-time position. Although the position was taken out of the budget by the Finance committee, it is still in place until December 1996. Motion by Giese/Mehls to have Public Protection ask Finance to reinstate it in Jan. 1997. Carried. Holmes explained the preliminary 1997 Child Support allocations which have to do with direct and indirect costs. She showed the committee how the Child Support Department actually brings in more revenue than what it costs to operate. Chairman Krueger acknowledged the excellent job Holmes is doing in this department. Discussion on new work stations in the Child Support Department. Bill Husbands, Risk Management Consultant, has been contacted to evaluate the need for these. No further action was taken at this time.
