PUBLIC PROTECTION COMMITTEE MEETING
SEPTEMBER 6, 1996
MEMBERS PRESENT: William Krueger, Herb Giese, Chuck Mehls and Jack
Dowd. Bob Gunderson was excused.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Chief
Jailer Karen Humphrey, Child Support Administrator Lynn Holmes,
Medical Examiner Marty Shanklin and Renee Carufel.
Motion to approve the agenda as published by Giese/Mehls. Carried.
Motion to approve the minutes of August 21st by Dowd/Mehls.
Carried.
Date of next meeting Oct. 8th at 9:00 a.m.
MEDICAL EXAMINER REPORT: Shanklin reported on the vouchers for
August. Giese moved to approve the bills of $4481.45, second by
Mehls. Carried. Revenue for August was $300.00.
SHERIFF'S REPORT: The vouchers were reviewed. The committee did
request that the vouchers be made available before the meeting so
they can be studied ahead of time. Motion by Mehls/Dowd to approve
$8739.37 for the Sheriff's Dept. and $40,518.00 for the Jail.
Carried. Revenues for August were $83,803.32. The average daily
population for August was 108. Discussion was held on the
overcrowding of other county jails.
CHIEF DUPUTY REPORT: Max Ihrke reported that the Department has
received the paper work from a Drug grant which will be about
$50,000. This must be shared with Polk County.
He also reported that the Finance Dept. wants to put the cellular
phone charges of $30,000 on the Sheriff's Department budget. The
Committee supports the idea of the Sheriff's Dept. handling the
cellular phone bills and every department should control their own.
However, the Committee recommends that the phone bills remain in
the Finance Dept. budget this year, and wait until next year for
the change so all phone charges can be worked into the budget at
the proper time. The Sheriff's Dept. has 16 more phones this year.
JAIL UPGRADES: Karen Humphrey reported on the improvements that
need to be made. Chairman Krueger asked that a letter to be sent to
Dave Best of the Maintenance Dept. inviting him to explain the
improvements and cost of each at the next month's meeting.
CLOSED SESSION PER WI STATS 19.85 (1) (g) TO CONFER WITH LEGAL
COUNSEL REGARDING ALICE INC V. ST CROIX CO• Motion by Mehls/Giese
to go into closed session at 10 a.m. Roll call, all yes. Motion by
Giese/Mehls to come out of closed session at 10:25. Carried.
Action by closed session: Motion by Dowd/Giese to repeal Large
Assembly Ordinance #4 (96), and that anyone that has applied be
refunded the fee. Carried.
DISTRICT ATTORNEY REPORT: Motion by Giese/Mehls to accept invoices
of $1146.55. Carried.
SUPERMAX JAIL: The State is looking for communities that are
interested in supporting this concept. This will have no
connection with the county jail. Giese reported this as a business
opportunity for this county . Mehls moved to refer this to Bill
Rubin, Economic Development Executive Director. Second by Geise,
carried.
CHILD SUPPORT ADMINISTRATOR: Lynn Holmes explained that the part
time temporary position in Child Support was denied by Personnel
committee. She explained the duties of this position. She also
explained why she is not duplicating computer programs by using her
old system with the Kids system. Because the Personnel Committee
denied the 500 hours position, Mehls/Giese made the motion to
recommend to the Finance Committee to restore this position of
Child Support Special Project Computer Operator. Carried.
Motion by Dowd to adjourn 11:55. Carried.
