Bob Gunderson was excused. STAFF PRESENT: Child Support Administrator Lynn Holmes, Chief Deputy Max Ihrke, Chief Jailer Karen Humphrey, Chief Patrol Officer Roland Thompson, Medical Examiner Marty Shanklin, Annette -Massie and Dale Kalsow of Computer Services, Sharon Balcerek, Tom Belongia, Deb Staberg and Renee Carufel. Motion to approve the agenda as published by Giese/Dowd. Carried. Motion to approve the minutes of July 8th Dowd/Giese. Carried. Motion to approve the minutes of July 12th Dowd/Giese. Carried. Budget review meeting Aug. 21st at 9:00 a.m Date of next meeting Sept 6th 9:00 am. CHILD SUPPORT REPORT: Lynn Holmes introduced Annette Massie, Dale Kalsow and Sharon Balcerek, thanking them for their involvement and achievements in the KIDS computer program. She explained the use of the KIDS program and how it will help everyone statewide. She also reported that three of the most wanted child support offenders from the top ten list have been located. MEDICAL EXAMINER'S REPORT: Marty Shanklin reported on one autopsy in July. Motion by Giese/Mehls to approve the bills of $3255.20 Carried. The revenue for eleven cremations for July was $550.00. BILLS & VOUCHERS: The Sheriff's reviewed. Motion by Giese/Dowd Jail of $32,314.65 and $7456.33 heriff. Revenue for the month of Department and Jail's bills were to approve the vouchers for the for S. July was $122,386.21. Carried. PATROL CAPTAIN'S REPORT: Captain Thompson reported on the two girls from Hudson that were killed in a car accident on Gilbert Rd, making them the 7th and 8th fatality of the year. He also reported on being called out on mutual aid to Pierce County on a reckless endangerment situation. Our County officers were involved in a chase that ended in an exchange of gunfire which resulted in about $3100.00 damage to one of our patrol cars. Pierce County Officers were very grateful for our ERU unit's help, crediting them for capturing the offender and the fact that no one was seriously hurt. Jack Dowd questioned what the Sheriff's Department is doing about gangs in the County. Ihrke reported that a strong message was sent to the people from the recent conviction of a gang leader from Hudson. He feels that the Department is doing all they can to educate the public about this. JAIL CAPTAIN'S REPORT: Captain Humphrey presented a report of inspection from the State of WI Dept of Corrections. She explained minor things that need to be repaired such as anti-skid strips need to be installed outside all showers to prevent falls, all carpets need to be professionally cleaned several times a year and the intercom speaker system in the cell block dayrooms and jailer work station should be updated to improve quality of jailer -inmate communication. He also recommended current supervisory staffing levels be reviewed and increased to a level equal to the growing demands of an expanding inmate population. The letter also stated that the Jail meets or exceeds standards relating to sanitation and hygiene. The inspector also acknowledged the positive and professional demeanor of the staff on the day of inspection. There continues to be a high degree of accountability on the part of the jail staff and inmates as well. CLUES MAINTENANCE FUND: Tom Belongia presented the Clues Acquisition & Access Policy. The software license was discussed along with the cost of maintaining the license fees. This policy explains how the County will provide service and maintenance of the Clues program to other municipalities. The County should have a formal contract with each municipality that joins the system. Motion by Mehls/Giese to approve the August 7, 1996 Clues policy concept and charge $50 per terminal to come on board with the program. Carried. SAFETY & SECURITY RECOMMENDATIONS: Krueger explained that the Safety and Security recommendations are no longer the responsibility of the Public Protection Committee. Sue Nelson and Bruce Brantner, as part of the Safety & Security team, wanted to know to whom the team should report. Motion by Giese/Dowd that it has been determined that the Safety & Security responsibility of the Finance Committee. Motion carried. DISTRICT ATTORNEY' S REPORT:~ When the bills for the DA' s office were presented, Deb Staberg explained that there is now a charge of $170 per month for the upgrade and support fee of the TIME system. This is a computer program from the WI Dept. of Justice. Motion to approve the bills of $2044.82 by Mehls/Giese. Carried. CLOSED SESSION PER WI STAT 19 85 (1) (G) TO CONFER WITH LEGAL COUNSEL REGARDING THE LARGE ASSEMBLY ORDINANCE. Motion by Mehls/Dowd to go into closed session at 3:10 p.m. Roll call: Mehls-yes, Giese -yes, Dowd -yes, Krueger -yes. Motion by Dowd/Giese to come out of closed session at 3:32 p.m. Roll call vote, all yes. USE OF CREDIT CARDS: The Sheriff' s Department had nothing to report on the use of credit cards because the data of unpaid traffic fines from the Clerk of Court's office was not available. Motion by Mehls/Giese to have the Clerk of Court provide this report of court imposed traffic fines so that the Public Protection Committee can make a decision as to whether we should accept credit cards for payment. Carried. JAIL FEES: Discussion was held. Motion by Dowd/Mehls to raise the Jail fees to $55 per day as of Jan 1, 1997. BODY ARMOR VESTS: Motion by Mehls/Dowd to have our officers pay the first $100, have the County pay the next $600 and the officer pay anything over that for their body armor vests. They would be able to replace them every four years. Carried. FUTURE MEETING DATES: It was decided to leave the present method of picking a meeting date in place which is to decide each month what day is convenient for everyone for the following month.
