PUBLIC PROTECTION COMMITTEE MEETING
June 6, 1996
MEMBERS PRESENT: Bill Krueger, Herb Giese, Chuck Mehls, Jack Dowd
and Bob Gunderson.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Child
Support Administrator Lynn Holmes, Chief Jailer Karen Humphrey,
Corporation Counsel Greg Timmerman, Patrol Captain Roland Thompson,
District Attorney Eric Johnson, Sheriff's Department Administrative
Assistant Mary Martell, Renee Carufel and Darlene Hinke, citizen.
Meeting called to order at 1:00 p.m. by Jack Dowd acting as chair
until after the election of officers. Motion to approve the agenda
as published by Giese/Mehls. Carried. Motion to approve the
minutes of May 3rd Giese/Krueger. Carried.
Date of next meeting July 8th 1:00 p.m.
ELECTION OF OFFICERS: Bob Gunderson nominated Herb Giese for
chairman. Giese declined the nomination. Giese nominated Bill
Krueger for chairman. Dowd nominated Herb Giese for vice -chair.
Giese nominated Chuck Mehls for secretary. Unanimous ballot was
cast for all three positions.
MEDICAL EXAMINER'S REPORT: Marty Shanklin was unable to attend the
meeting but submitted the bills of May for $11,217.51 with a
revenue of $460. Motion by Mehls to approve the vouchers. Dowd
seconded the motion. Carried.
Sheriff Paul Burch introduced his staff to the new committee
members.
BILLS & VOUCHERS: Sheriff Burch presented the bills for May.
Discussion was held. Giese made the motion to pay $39,043.55 for
the Jail and $8362.15 for the Sheriff's Department. Mehls seconded
the motion. Carried. The revenue for May from the Jail was
$121,803.32.
DISTRICT ATTORNEY'S REPORT: District Attorney Eric Johnson
explained to the committee the need to upgrade the current LTE
Victim/Witness Specialist position to a permanent full time
position. Recent changes in the law require that victims of
juvenile perpetrators have certain rights that require more
assistance from this office thus proving the need for more than one
staff person. This will be decided at the July meeting.
He also reported on the County' s position dealing with gangs. There
is a case awaiting sentencing in St Croix Co. at the present time
which will send a strong message to the public if the felon
receives the maximum sentence.
Giese moved to approve the vouchers of $403.48. Second by
Gunderson. Carried.
PATROL CAPTAIN'S REPORT: Captain Thompson made a request for 3 new
patrol positions. The first year cost of these positions would be
$175,000 which would include wages, benefits, equipment and a car
for each.
There is an increasing demand in villages and cities for help. This
request will be reviewed at the July meeting also.
SHERIFF'S REPORT: Burch reported on the recent concert in Somerset
with traffic back-ups as the major problem. There was one fatal
accident this month in the village of Somerset. Burch reported on
the progress of neighborhood watch projects.
JAIL CAPTAIN'S REPORT: Humphrey reported the need for the part-time
bookkeeper to go full time. This will be discussed at the July
meeting.
CHIEF DEPUTY'S REPORT: Ihrke reported on the voice recognition
computers which is working very well. He also reported on the
progress of the training. They have about $2300 left over from
purchasing these and it would be nice to use this money for a
laptop computer. He announced the retirement of Alfred Schrank as
of 6/30/96.
LARGE ASSEMBLY ORDINANCE: Greg Timmerman reported on the Judges
decision ruling that our assembly ordinance is unconstitutional.
Greg recommends to have the file reviewed by an outside expert. One
of the things that the Judge said was wrong was that it applied to
everything. Discussion was held as to why the Judge ruled against
this. The committee would like to fine tune this ordinance as is
or change it to a concerts only ordinance. Darlene Hinke from Cty
Rd C questioned why the Judge ruled the way he did. She suggested
maybe we should follow Chippewa County's ordinance. Motion by
Giese, seconded by Mehls to support a request for expenditure of up
to $5000 for outside legal assistance to review the Alice, Inc.
versus St. Croix County file and make recommendations. Motion
carried.
JAIL FEES FOR 1997: Sheriff Burch recommended that we leave the
Jail fees as is until March of next year as we seem to be in line
with other counties' fees. This will be discussed at the August
meeting along with the Computer Support Personnel.
CHILD SUPPORT REPORT: Lynn Holmes requested 2 temporary part time
positions that are presently in place. She explained why she needs
these positions. Lynn also explained what her office does, how to
enforce the laws and the new "most wanted campaign". The committee
will act on these positions at the July meeting.
Motion by Giese to adjourn at 4:10 p.m. seconded by Dowd. Carried.
