PUBLIC PROTECTION COMMITTEE MEETING
May 3, 1996
MEMBERS PRESENT: Art Jacobson, Bill Krueger, Herb Giese. Linda
Luckey was excused.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke,
Child Support Administrator Lynn Holmes, Medical Examiner
Marty Shanklin,-Corporation Counsel Greg Timmerman, Patrol Captain
Roland Thompson, Renee Carufel and Einar Horne.
Meeting called to order at 1:00 p.m. by Vice Chair Art Jacobson.
Motion to approve the agenda as published by Giese/Krueger.
Carried.
Motion by Giese/Krueger to approve the minutes of April 8th.
Carried.
Date of next meeting June 6th, 1:00 p.m.
CREDIT CARDS: The Sheriff reported that the State Patrol still use
credit cards on occasion. The cost would be borne by the Clerk of
Courts department. The Sheriff's department feels that this would
not benefit the collections that much. The Committee recommends
that we should probably keep this in mind after we see the Jail
credit card evaluation in the fall.
MEDICAL EXAMINER'S REPORT: Motion by Krueger/Giese to approve the
bills of $3222.82. There were 11 cremations for April bringing in
a revenue of $550.00.
CHILD SUPPORT REPORT: Lynn Holmes has not heard when we will be
going up on the KIDS program and there was nothing further to
report at this time.
PATROL CAPTAIN'S REPORT: Captain Thompson reported the third fatal
accident of 96, a girl from New Richmond and also the fourth fatal
accident, a 42 year old women from Clear Lake. He expla-i-ned the
corridor safety program on highway 35/64.
LARGE ASSEMBLY LICENSES APPLICATION: Einar Horne was present to
receive a license to have a rodeo. The review panel meeting
recommendations were presented to the committee. Horne presented
the Town of Hudson's ordinance regarding the Rodeo. Mr Horne also
pointed out that it was important for the person applying to be
present at all the meetings. Horne said the $500 license fee is
outrageous. No public testimony was given for or against this
application. Motion by Krueger/Giese for approval of license to
hold a rodeo at the JR Ranch in August of 1996 with the review
panel's recommendations. Carried.
CHIEF DEPUTY'S REPORT: Max Ihrke stated that we had a 94 Ford that
was totaled by the Insurance company and a 93 Ford that blew an
engine. We purchased the 94 from the Insurance Co. for $2800.00
and put the engine in the 93 Ford for the cost of $700. We will
send the body of the 94 to the squad auction for an anticipated
value of $2000-$2800. We ordered a 96 Dodge Intrepid to replace
the 94 Ford for $16,300. Ihrke also reported on the training for
the new telephone system and the voice recognition computers are up
and working with that training in progress.
BILLS & VOUCHERS: The average daily population for the Jail for
April was 97. Discussion was held on the possibility of budgeting
for improvements in the Jail. Motion by Krueger/Giese for approval
of the Sheriff's bills of $7991.64 and Jail's bills of $32,153.34.
Carried. The revenue for the month of April was $66,407.68.
DISTRICT ATTORNEY' REPORT: Motion by Giese/Krueger to approve the
bills of $953.04. Carried. Discussion was held on how to control
gangs. This will be on the agenda next month.
Don Magnus of New Richmond, reported that he bought a ticket for a
concert from the Rivers Edge for July and they do not have a large
assembly license. The Sheriff will talk with Greg Timmerman and
the District Attorney about this.
Motion by Giese/Krueger to adjourn at 2:30 p.m. Carried.
