PUBLIC PROTECTION COMMITTEE MEETING
April 8, 1996
MEMBERS PRESENT: Linda Luckey, Art Jacobson, Herb Giese, Bill
Krueger and Jack Breault.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke,
Corporation Counsel Greg Timmerman, Communications Director Bruce
Brantner, Jail Captain Karen Humphrey, Child Support Administrator
Lynn Holmes and Renee Carufel.
Meeting called to order at 1:00 p.m. by Chair Linda Luckey. Motion
to approve the agenda as published by Krueger/Breault. Carried.
Motion by Giese/Breault to approve the minutes of March 7th.
Date of next meeting May 8th 1:00 p.m.
SAFETY & SECURITY RECOMMENDATIONS: Bruce Brantner reported that he
will contact 2 alarm vendors. Remodeling of the hearing rooms in
the Family Court Commissioners office was discussed with no action
taken at this time. Discussion on the remaining recommendations
was held. Bruce will keep working on the security recommendations.
LARGE ASSEMBLY ORDINANCE: Greg Timmerman reported on filling out
the application. Problem is going to be, how much information do
we require for a certain event? Crowd size and kind of event
should determine the waivers needed. Greg will complete an
application form and the review board will set up a meeting as
applications have come in already.
JAIL ASSESSMENT FUND REQUEST: Karen Humphrey requested the
following: supplies for the law library, $462.13; security lockers,
$468.16; vinyl flooring to replace a piece of carpet inside the
Jail, $800-999 and a laminator, $161. Motion by Breault/Krueger to
approve spending up to $2200 for these items. Carried.
UNPAID LEAVE OF ABSENCE: Karen Humphrey requested a family medical
leave for one of the Jailers. Motion by Giese/Breault to grant the
leave of absence requested. Carried.
DISTRICT ATTORNEY'S REPORT: Motion by Breault/Krueger to approve
the bills of $2544.10. Carried. Eric Johnson reported on the
unusual number of embezzlement cases in St Croix County that are
gambling related.
BILLS & VOUCHERS: Motion by Krueger/Giese to approved bills for the
Sheriff's Department of $36,492.88 and $11,100.80 for the Jail.
Carried. The revenues for March were $86,236.93.
SHERIFF'S REPORT: Paul Burch reported on: dead female found, squad
car smashed in a road block, body found on road -suicide attempt.
The average daily population for the Jail for the month of March
was 96 inmates.
CHIEF DEPUTY'S REPORT: Max Ihrke advised the committee we are
going to trade some of our guns for Smith & Wesson Sigma 40 caliber
guns. Voice recognition computers were delivered and training will
begin soon.
CONFISCATED DRUG FUNDS: Motion by Breault/Jacobson to purchase a 94
Regal Buick for $8963 from Confiscated Drug fund money. Carried.
MEDICAL EXAMINER'S REPORT: Motion by Breault/Giese to approve the
medical examiner bills of $3255.02. Carried
CREDIT CARDS: The use of credit cards in patrol cars was discussed.
All costs would be paid for by the Clerk of Court office. The
Committee needs more information on this with costs and time
involved. Paul Burch will get these figures and report back to the
committee.
CHILD SUPPORT REPORT: Lynn Holmes reported that her department has
collected over 1 million dollars for the first three months of this
year. She also reported that the State is having trouble with the
Kids system so we will probably not be going on this system as soon
as planned.
Motion by Breault/Jacobson to adjourn at 3:15 p.m. Carried.
