PUBLIC PROTECTION COMMITTEE MEETING
March 7, 1996
MEMBERS PRESENT: Linda Luckey, Art Jacobson, Bill Krueger, Herb
Giese with Jack Breault absent.
STAFF PRESENT: Chief Deputy Max Ihrke, Corporation Counsel Greg
Timmerman, Patrol Captain Roland Thompson and Renee Carufel.
The meeting was called to order at 1:05 p.m. by Chair Linda Luckey.
Motion to approve the agenda as ublished by Giese/Krueger.
Carried.
Date of next meeting will be April 8th at 1:00p.m.
Motion by Jacobson/Giese to approve the Feb. 8th minutes. Carried.
PUBLIC HEARING REGARDINGLARGE ASSEMBLY ORDINANCE: There were about
15 people in attendance. Larry Carlson from the Willow River Inn of
Burkhardt wanted to know if this ordinance would affect the chicken
feed they have every summer. Dennis Langsing reported on the car
show that is held at Burkhardt, which has a crowd also. Greg
Timmerman said if people are coming and going all day long the
ordinance would not apply. Gaylord Stoner of New Richmond was
concerned about the noise level and he demonstrated how loud 70
decibels actually is. Chuck Kohler spoke on the effect of the sound
at the property line. Noise level charts were discussed. Don
Magnus expressed his concerns also. Ralph Mondor wanted to know if
Cedar Lake Speedway was exempt. Timmerman's comment was it would
be exempt because it was permanently established.
A list of recommendations and concerns was presented to the
committee: number of toilet areas available should be higher; be
sure the EMT's are certified; want more telephone lines required;
want guards provided for neighbors; should be able to get to their
property, event attendees to vacate within 1.5 hours; change the 60
day period of applying for an application to 90 days; independent
contractor to check all requirements; notify public of upcoming
events through newspapers.
Giese/Krueger moved to close the public hearing at 2:15p.m.
The committee made a number of changes to the draft based on the
hearing testimony. The ordinance will be brought to the full
county board at its March 19th meeting.
VOICE RECOGNITION SOFTWARE: Max Ihrke reported that the Sheriff's
department has been advised by John Krizek to order the necessary
equipment which was $2188 for supplies to tie in with present
equipment and $8942 for the computer and software. This also
includes 16 hours of training time. This money will come from the
Polk/St. Croix drug fund.
BILLS & VOUCHERS: Motion by Giese/Krueger to approve bills of
$27,190.45 for the Jail and $5,254.75 for the Sheriff's department.
Carried. The revenue for the Jail in February was $103,238.28.
MEDLICAL EXAMINER'S REPORT: Motion by Krueger/Giese for approval of
vouchers totaling $1761.07. Carried.
DISTRICT ATTORNEY'S REPORT: Motion by Krueger/Giese for approval
of $628.77 for bills. Carried.
PATROL CAPTAIN'S REPORT: Captain Thompson reported that the
federally funded highway safety programs are in place and will be
more visible when weather is nicer.
EXPENDITURE OF CONFISCATED DRUG FUNDS: Chief Deputy Ihrke stated
that they needed a good digital scale to weight confiscated drugs.
It is $1395 for a new one, but the Crime lab could order one for
us for $870. The Emergency Response Unit would like to purchase 2
laser sights for semi -automatic pistols for $2800, a new type of a
light to fit on pistols, and 2 MP51s lightweight carbines for
$1500 each. We will be able to trade in some old equipment toward
the purchase. Motion by Krueger/Giese to authorize to spend up to
$5000 for this equipment. Carried.
Recommedation for Sheriff's Salary Adjustment: Discussion was held.
Krueger will ask the Personnel Committee to review the placement
of the Sheriff's position in the original Hay system.
Motion by Giese/Krueger to adjourn at 5:15 p.m. Carried.
