February 8, 1996
MEMBERS PRESENT: Linda Luckey, Art Jacobson, Bill Krueger, Jack
Breault with Herb Giese excused.
STAFF PRESENT: Sheriff Paul Burch, Emergency Communications
Director Bruce Brantner, County Clerk Sue Nelson, Corporation
Counsel Greg Timmerman, Jail Captain Karen Humphrey, Chief Deputy
Max Ihrke, Deputy Tom Belongia and Renee Carufel.
The meeting was called to order at 1:00 p.m. by Chair Linda Luckey.
Motion to approve the agenda as published by Krueger/Jacobson.
Carried.
Date of next meeting will be March 7, 1:00 p.m.
Motion by Breault/Jacobson to approve the Jan. 9th minutes.
Carried.
HUMANE SOCIETY CRUELTY CALLS: President Jan DeCreane, Judith Hiller
and Deb Iverson of the Humane Society appeared before the committee
concerning cruelty calls. They presented a letter explaining all
the channels that had to be gone through before any action was done
at the time of a cruelty complaint. The Society wants the money
left over from the dog fund for the funding of these situations.
They had testimonials of the fine job the Society is doing from
vets in the area. They also reported cattle dying on farms, but
said that they cannot do anything about it because of lack of
funds. The Society questioned the return of the money to the towns.
If the society is not appointed as the chief investigator, the
Sheriff is, not the Town Chairpersons. The Committee will have Greg
Timmerman check into this to see if cruelty complaints not handled
by the Society, should be turned over to the Sheriff and not the
Town Chairpersons. Bill Krueger will attend the Finance Committee
meeting as they have this on their agenda.
Voice Recognition Software & Computers: Deputy Tom Belongia
explained the computer bid for voice type dictation computers. The
County bid is $7484 for AST Premmia GX P133 and all included items
for operation. System Programming of Rosemount bid $8118 for a
Digital Celebris GL 133 and all included items for operation. Both
bids were discussed. Motion by Breault/Krueger that we purchase
the Digital Celebris GL 133 for $11,585 (to include $1200 for
training and $179 for maintnance) and other necessary items (power
line conditioner and software upgrades) for $2188; purchase subject
to approval by the Computer Advisory Committee. Carried.
_Jail Assessment Fund Monies for Jail Law Library Materials: Karen
Humphrey said there was nothing new to report on this. Maureen
Farrell and Karen will visit the Washington Co. Jail and will
report back.
Contingency Fund Transfer; Jail Washer/Dryer Installation.
Maintenance will install a washer and dryer for the Jail for $500-
1000 in room D109. This was not budgeted in the Jail budget.
Krueger/Breault moved to approve the contingency fund transfer for
the installation of the washer and dryer. Carried.
Safety & Security Recommendations: Art Jacobson reported that he
has not has been able to contact Ralph Robole. Bruce Brantner
reported on the security video cameras. A single camera system for
$6000 includes purchase and installation, from Ban-Koe Systems of
Minneapolis, MN. A two camera system is $11,700. Bruce Brantner
will look into an audio system included in this project. No action
was taken at this time.
Electronic Door Release & Glass for Sheriff's Reception Area. The
cost of a security glass (unbreakable lexon) with speaker hole and
door for paper passage is $258. The cost of the electric strike,
(Adams Rite- fail secure), electric transformer, push button and
wire is $155. This will be installed by maintenance. This would
also help with the heating situation of that area. Motion by
Krueger/Jacobson for approval of these two items from the Jail
Assessment Fund for purposes of climate control of the Jail.
Carried.
Large Assembly Ordinance: The following are some suggestions to
this ordinance: Bruce Brantner suggested a central telephone with
emergency numbers available and also something regarding weather
condition alerts. Regarding animals, seeing eye dogs would be
allowed. Fees and recovery costs were discussed. Sue Nelson
questioned the language re arenas in the ordinance. We will take
the word "arena" out. Discussion of the sound or noise created such
as how many decibels or vibrations should be allowed to any
adjacent property owners. A measure of 70 decibels was suggested.
It was recommended that concerts be limited to starting at 10 am
and ending at 11 pm. The March 7th meeting will include a public
hearing on the Large Assembly Ordinance. The Ordinance presented
will contain these changes. This will be noticed in the County
newspapers and anyone will be able to obtain a draft copy from the
County Clerk's office.
BILLS AND VOUCHERS: Motion by Krueger/Breault to approve the bills
of $36,653.26 for the Jail and $9,662.59 for the Sheriff's
department. Carried. Total revenues for the month of Jan. were
$41,029.43.
Motion by Krueger/Breault to approve the Medical Examiner's bills
of $3228.09. Carried.
Motion by Breault/Krueger to approve the bills of $2107.66 for the
District Attorney's office. Carried.
Motion by Jacobson/Krueger to adjourn at 5:15 p.m. Carried.
