STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Communications Director Bruce Brantner, Corporation Counsel Greg Timmerman, Chief Jailer Karen Humphrey, Child Support Administrator Lynn Holmes and Renee Carufel. The meeting was called to order at 1:05 p.m. by Chair Linda Luckey. Motion by Krueger/Breault to approve the agenda as published. Carried. The next meeting will be Feb. 8th at 1:00 p.m. Motion by Breault/Giese to approve the minutes of Dec. 7th. Carried. SAFETY & SECURITY: Bruce Brantner reported that we are getting prices on a surveillance video camera for the lower parking lot. We also have a quote from Johnston Communications of $4000 for an intercom for the entire building. There has been no action taken on the other recommendations. The Committee requested that Ralph Robole report back with an update of prices for the remaining projects at the February meeting. MEDICAL EXAMINER'S REPORT: The report was reviewed. Motion by Breault/Giese to approve the bills of $4283.31. Carried. DISTRICT ATTORNEY BILLS: Motion by Giese/Breault to approve the bills of $6715.50. Carried. LARGE ASSEMBLY ORDINANCE: Greg Timmerman reported that he thought an ordinance with restrictions for large assemblies would be better than an ordinance that prohibits concerts altogether. The basis for regulating concerts could be noise levels, traffic control problems or trespass concerns. The ordinance could address a detailed control plan for sufficient parking, a totally enclosed area with fence and stationary seating. It will also have fines and injunctions for violations. Greg will have a rough draft of this for the next meeting. 0 CLUES UPDATE: Bruce Brantner reported that we have purchased eight terminals with a package that is tied into State files. These are used in the District Attorney's office, Clerk of Court, and Sheriff's department. JAIL CAPTAIN'S REPORT: Karen Humphrey requested the use of Jail assessment funds for upgrading the Jail law library according to Wisconsin State Statutes. This will probably cost around $3000. Library Director Maureen Farrell will help her with this project. No action was taken at this time. CHIEF DEPUTY'S REPORT: Max Ihrke presented some material on an IBM VoiceType Dictation computer. VoiceType Dictation transforms spoken words into accurate text that is available within seconds without typing and without the time-consuming, labor-intensive process of manually transcribing dictation. Discussion was held. Motion by Giese/Breault to investigate the possibility of pursuing this technology and the cost. Carried. SHERIFF'S REPORT: Double bunking reports for the month of December were reviewed. Discussion was held. Motion by Krueger/Breault to approve the Sheriff's Department bills of $21,907.68 and Jail's bills of $31,630.72. Carried. Total revenue for the month of December was $71,612.63. Total Jail revenues for 1995 were $716,276.40. Sheriff Burch reported that the Humane Society has contacted him offering to take over any cruelty to animals calls from his department if they can receive the excess dog money from the County. No definite answer was given to them at this time. CHILD SUPPORT ADMINISTRATOR'S REPORT: Lynn Holmes requested an additional amount of $1275.91 for the hook-up of the KIDS program. Motion by Giese/Breault to approve this expense by taking it from the 1995 Kids budget line item. ' Lynn reported that the KIDS program is scheduled for implementation on March Sth.
