Chairman Mehls called the meeting to order at 9:00 a.m.
The 12 -11 -2007 Minutes were approved on a Borup /Gunderson MOTION.

EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES
A. Sheriff's Dept. —Nothing
B. Municipal Law Enforcement — Nothing — Briggs noted he needed Jack's assistance in a
dangerous home incident.
C. Fire Services — Nothing
D. EMS Services — Not in Attendance
E. Public Health — Not in Attendance
FIRE /EMS LOCATOR MAPS
C. Nelson was not in attendance to address this matter. Colvard will advise Nelson to contact Planning
and Zoning. One concern is naming of streets vs. street numbers.
MOBILE HOME INFORMATION
Malick and Mehls have retained an intern to research mobile home information regarding tie downs and
shelter sites. She will compose an educational article to be reviewed and possibly distributed. Much
discussion was held regarding tie -downs for mobile homes, shelter sites for mobile home parks, warning
monitors /sirens, and special exception permits. Planning and Zoning will inventory their Special
Exception files for compliance and if any room to update permit pertaining to Emergency Management
issues. A Malick/Borup MOTION was made that every Mobile Home, no matter when made, shall have
a tie -down. Every Mobile Home Park shall have a storm shelter accessible to residences. Every Mobile
Home Park shall have a warning system for their residents. Each Mobile Home Park shall have an
Emergency Operations Plan in place and updated. Motion carried unanimously. It was noted that a State
law pertaining to these issues was recently changed and pertains to mobile homes built after April 1,
2007. Through C. Straight, and the forthcoming educational piece, possibly mobile home laws can be
revisited with the Dept. of Commerce meeting in March, 2008.
CODE RED (WARNING SYSTEM)
Shilts coordinated "A Child is Missing" presentation. This warning "contact" system can contact
approximately 1,000 persons per minute and relay the message you want sent. It is an Internet -Based
system. The cost is $20,000 each year, and is a fixed rate, for 75,000 minutes. Swetlik brought forward
information on a program called "City Watch" which is also a mass notification system however the
County would own the product as opposed to paying an annual subscription fee. One possible benefit
would be to allow the County to partner with businesses or schools for additional cost savings. This will
be tabled until March.
WARNING SIREN PROJECT UPDATE
Swetlik has composed a letter to be sent to each community with a siren explaining purpose and cost to
have the Comm. Ctr. oversee the County -Wide Siren activation and monitoring notification. Discussion
was held. Including input from representatives from American Signal Corporation. Additional
i nforrrration including labor estimates was obtained. It is of the Committee's consent that Swetlik will
include these cost estimates and forward this letter to the communities and analyze /compile feedback.
The Committee will schedule Committee meetings with each community to support/explain this project.
AMERICAN RED CROSS SHELTER UPDATES
Mr. Peterson is near completion of the approved list of emergency shelters in the County; this information
will be forthcoming. Mr. Peterson was asked to evaluate the facilities at the St. Croix Industries and also
Sunshine Court in New Richmond.
RADIO BASE REPLACEMENT PROJECT
Swetlik explained that this project is a two -phase project with half of the anticipated costs coming from
the approved 2008 budget and the other half needed in 2009. The plan is to schedule the actual
replacement over the course of November, 2008 — February, 2009. One item that will be necessary is to
obtain a propagation study which will provide the County with a better understanding of the radio
coverage changes brought about by narrow- banding. Discussion regarding a project consultant - The
Committee directed Swetlik to go forward with the propagation study, and if additional assistance is
needed in completing this project, the Committee should be informed.
GETS INFORMATION
This information was given as a handout (GETS = Government Emergency Telecommunications
Service). Swetlik is programmed into system and will also program J. Colvard and the County Board
Chair.
DIRECTOR'S REPORT — EMERGENCY MANAGEMENT
Colvard gave a handout entitled NEWMAC (Northeast Wisconsin Mutual Aid Compact for County
Emergency Management Assistance). A Speer /Borup MOTION was made to pursue agreements with
Dunn, Pierce, and Polk Counties. This will be presented to Corporation Counsel and follow -up at the
next Committee meeting. The following handouts were given: Review of 2007 WI Weather Extremes
and Emergencies and WI among Worst Prepared for Health Emergency.
DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS
The Spring Valley EMS/Fire Project is complete.
The 2007 Budget Summary was given as a handout.
The Voice Recorder Project is active.
The meeting adjourned at 12:15 p.m.
