Melby Chair Borup called the meeting to order at 9:00 a.m. The 10/22/08 Minutes were approved on a Speer / Ostness MOTION. DATE OF NEXT MEETING: DECEMBER 17, 2008 @9:00 a.m. ST. CROIX COUNTY GOVERNMENT CENTER, ROOM #1281 EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriffs Dept. — Shilts commented that the CityWatch program would be an asset to the County. Colvard mentioned that the Sheriff's Dept. should watch the OJA website for an Interoperability Round 4 Grant application for radios. B. Municipal Law Enforcement — Briggs informed that his department will be using a new program which will allow law enforcement to directly communicate with Emergency Communications Dispatch. There are three other municipalities that are also capable of this. C. Fire Services — Not in attendance. Colvard and Swetlik have discussed Fire representation. VanderWyst has not been in attendance on a regular basis, due to other duties. J. Frye has been appointee an alternate for VanderWyst; Frye has not been attending on a regular basis either. Swetlik mentioned that the Narrow -Band issue is forthcoming and will need to be disbursed to Fire personnel through the Fir Representative as well as the EMS and Law Enforcement personnel. Colvard mentioned that the State is now going to ESFs (Emergency Support Functions) which will in time replace the Annexes of the County Emergency Operations Plan and all Fire, EMS, Law Enforcement, and Public Works personnel will need to be apprized of the contents of these ESFs. D. EMS Services — C. Mehls representing EMS Services. Mehls informed the Committee that one of the Mass Casualty Trailers is at the Government Center today for a tour. There currently is a grant which will provide for updating equipment within each trailer and also updating of some equipment for the Glenwood City EMS Station. Mehls also gave a handout that shows the layout of a trailer. Each municipality that has one of these trailers is to insure it and maintain it. Mehls also informed that more table -top exercises need to be conducted for EMS and the hospitals, as this is a valuable tool. E. Public Health — Kramer informed the Committee of an upcoming Exercise with City Readiness, Twir Cities Postal Service, MN State Patrol, and WI State Patrol. The scenario would be an Anthrax incident which would also require the State Patrols to deliver medicine and the Public Health Department setting up a mass vaccination Clinic at the St. Croix Central High School. Colvard through Rassbach Company will provide radios for their communication practice using radios. EMERGENCY MANAGEMENT DIRECTOR'S 2009 CONTRACT Ostness has talked with Fire and EMS organizations, and these organizations are very happy with Colvard's performance and highly recommend Colvard. Ostness has not heard of any organization dissatisfied with the things coming out of the EM office. Borup commented that to have this resource is fortunate. Borup informed the Committee that he is in favor of continuing Colvard's contract, as Colvard is an asset to the County. An Ostness /Mortensen MOTION was approved to renew his contract. 2008 BUDGET UPDATE — EM Colvard explained that he will have a surplus in his budget. The EMPG Budget that has been used is 77.20% at this time. The EPCRA/Sara Budget that has been used is 53.28% at this time. A majority of expenses for both budgets occurs October through April. 2008 BUDGET UPDATE - COMMUNICATIONS Swetlik explained that his budget is on target. WIRELESS 911 GRANT UPDATE Swetlik explained, along with a handout, that through the PSC and the Wireless 911 Grant, he will receive $20,306.68 which is reimbursement for past projects (headsets, courtroom cameras, DVR project in Jail). With this reimbursement, Swetlik would like to propose to apply these funds towards the balance of a Mass Notification System for St. Croix County. The cost for the CityWatch Mass Notification System is $18,450.00. This system will give the County a 20 -port system. A Mortensen/Ostness MOTION was made to forward the PSC Wireless Grant to Finance. Note that Speer supports this project. 2008 MASS NOTIFICATION /COMPUTER GRANT On the Mass Notification System, an Ostness /Mortensen MOTION was made to forward this onto Finance for review. Note that Speer supports this project. 911 MAPPING OPTIONS Swetlik explained that for the past two years, there have been difficulties with updates to maps. The company, CML informed EC that the mapping program is a "dead product" and they are no longer supporting research to resolve reported issues. Through the Wireless 911 Grant, mapping is a 50% recoverable item. Swetlik obtained ; quote from a company called Bullberry. Bullberry can provide a product that can conform to their centerline data, along with other positive factors that CML could not provide. This product was quoted at $36,400 minus the fifty percent grant coverage with a budget impact of $18,200 to EC. Budrow explained how the County's mapping system and this product could intertwine. Swetlik commented that this product would be a better resource for Emergency Service personnel. A Mortensen/Ostness MOTION was made to forward this to the Finance Committee. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT Colvard, once again, informed the Committee of the upcoming State - sponsored ICS /EOC Operations Class to be hosted by the City of New Richmond on November 18, 2008 from 8:00 a.m. — Noon. Attendance is expected to be 25 participants. DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS Swetlik reported that River Falls will host the Farm City Day in June of 2010. The municipality expects 60- 80,000 attendees. Swetlik informed, along with a handout, that the radio base in Hammond and the King Stack Tower were hit by a lightning strike. An insurance claim has been filed for both. The Hammond claim was approved and replacemeu has been done at a cost of $16,746.00. The lightning strike at the King Stack Tower resulted in significant damage to the antennae system, down leads, filters, duplexer, and many of the surge protection devices. Swetlik explained that the radio was brought back to FCC compliance; however, there is no protection or filtering at this site to prevent interference. Swetlik will be temporarily attaching an antennae to the site to enhance current radio transmissions. Awaiting the answer from the insurance claim. The estimated cost for this replacement is $30- $40,000. Swetlik explained the handout that appeared in "The Journal of Emergency Dispatch ". Swetlik informed that thi: article compliments the St. Croix County Communications Van and appears along with three others across the United States. SHORT AND LONG TERM GOALS COMMITTEE CHAIRMAN'S COMMENTS Borup informed that the LEPC meeting for today had been cancelled due to lack of business. The meeting adjourned at 11:10 a.m. Emergency Mgmt.
