DATE OF NEXT MEETING: JANUARY 14, 2009 @1:00 p.m. NO RTfI fl l; l)SON' 1 1L LAG E H ALL, 400 Seventh Street North, North Hudson Colvard had been approached to hold Committee meetings on the same day as Public Protection Committee meetings, so there is a standardized schedule. EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriffs Dept. — Nothing B. Municipal Law Enforcement — Nothing C. Fire Services — No issues. VanderWyst complemented J. Frye for his coordination with a lot of fire departments and resources and extended hours of firefighting. D. EMS Services — C. Mehls representing EMS Services. Mehls reported that RTAC is planning a School Bus Crash Exercise that will include Pierce County, with the scenario taking place in March when temperatures are cold, with emphasis on Incident Command and Mutual Aid. Mehls also reported that through the Mass Casualty Trailer Equipment Grant, equipment /supplies have been ordered for all three trailers. E. Public Health — Nothing. Thurman commented that W. Kramer is the new Public Health Director. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT Colvard reported that he received a letter from FEMA approving the Pre - Disaster Mitigation plan for the county. This makes available mitigation activity funding for each community which identified a possible mitigation project for their community. One major requirement is that this plan needs to be updated every five years in order to be accepted by FEMA. Colvard reported on all grants active and closed out. As of today's date, EM has received $120,223 in grant revenue this calendar year. He reported that $6,500 will be used from his budget to help purchase the Mass Notification System. Colvard commented that ICS training has been valuable. At the North Hudson fire, the incident "flowed" because all personnel had the training. 2008 BUDGET UPDATE Swetlik and Borup approached the Finance Committee for funding of the Mass Notification system and 911 Mapping Update system; the Finance Committee approved funding for these projects. Procurement has the contract for Mass Notification and Corporation Counsel will review that along with the contract for 911 Mapping. MASS NOTIFICATION UPDATE (See above.) 911 MAPPING UPDATE (See above.) GOVERNMENT CENTER SECURITY CAMERA UPDATE PLUS CITY OF HUDSON Swetlik reported that a camera has been installed in each of the courtrooms. Judges are in the process of writing Agreements covering who has access and the process to follow for footage to be released. Swetlik reported that he has a link which allows his department access to live camera footage from Second St. in Hudson through a business owner. Borup /Ostness reviewed EM and Communications' bills. It was noted that Swetlik's budget pays for telephone costs for all offices at the Government Center, Baldwin, and Glen Hills Campground. The question of should this continue or should each department be responsible for their own telephone calls was brought up. Discussion on whether there would be more fiscal responsibility if the departments were made responsible. Swetlik advised that it would be difficult to extract costs related to each department within the Government Center because the bill comes as a total, combined bill. Swetlik will bring this item up at the 12 -19 -08 Department Head Meeting and report back to this Committee. DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS Swetlik commended the actions of two dispatchers who went over and above in their handling of a domestic incident as well as a train fire incident. Swetlik advised that their actions diminished significantly the serious outcome of each incident. Swetlik also reported on 2008 activity for the year, along with a handout. Swetlik reported that the Communications Center receives approximately 80,000 calls for service in which another agency is dispatched. The Communications Center receives approximately three times that number just in calls to the Center. Borup commented on a new form for Department Head Evaluations. Chief Richert commented on the North Hudson warehouse fire. He noted that once the mobile command center came on the scene, handling of the incident ran smoothly. There were forty fire agencies that assisted. The traffic flow for the different fire agencies was good. WEM and Colvard supplied resources after the first 12 -hour shift. Richert, along with E. Thurman and L. Diaby - Gassama were the PIOs. Richert stated that this was a successful event with the assistance of the other fire agencies, and the temperature was cold during this incident. J. Frye and Richert will give a debriefing of this event in January. SHORT AND LONG TERM GOALS COMMITTEE CHAIRMAN'S COMMENTS CLOSED SESSION — This item will be postponed until the January, 2009 Committee meeting. The meeting adjourned at 10:18 a.m. Emergency Mgmt.
