ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 2/7/2008 3:34 PM MINUTES — OFFICIAL ' Emergency Management and Communications Committee FEBRUARY 14, 2008 PRESENT: Chuck Mehls, Buck Malick, John Borup - County Board; Casey Swetlik, Terry Andersen - Emergency Communications; Jack Colvard — Emergency Management; Jim VanderWyst — Fire Rep.; Doug Briggs — Police Rep.; John Shilts, Jeff Klatt, Kristen Anderson — SCC Sheriff's Dept.; Eric Christensen — St. Croix EMS; Mark Richert — North Hudson Police Dept.; Jeff Vogt — Roberts /Warren Fire Dept. Charlotte Sortedahl — SCC Public Health. Excused: D. Gunderson, C. Nelson, J. Speer. Chairman Mehls called the meeting to order at 9:00 a.m. The 1 -16 -2008 Minutes were approved on a Borup/Malick MOTION. DATE OF NEXT MEETING: MARCH 12, 2008 @9:00 a.m. LOCATION: St. Croix County Government Center, Community Room EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriff's Dept. — Nothing B. Municipal Law Enforcement — Nothing C. Fire Services — Nothing D. EMS Services — Not in Attendance E. Public Health — See below title "Gets Information ". Sortedahl mentioned that the Consortium would like to see the Mass Influenza Security Plans updated by August 31, 2008. Public Health will work with the Sheriff's Dept. to update this plan. FIRE/EMS LOCATOR MAPS This item will be tabled. C. Nelson was not in attendance to address this matter. MOBILE HOME INFORMATION The Intern was not able to attend. Mehls expressed his concern for tie -downs and "safe rooms ". "CITY WATCH" DEMONSTRATION Don Denman gave a demonstration on this mass notification product. (St. Croix County's population is approximately 80,000.) This system has multi- department uses. An on -site system would cost $20,000- $40,000 depending on how many ports you want. A maintenance agreement cost of 12% per year is optional. An off -site host system would cost $5,000- $9,000 /year with 10,000- 30,000 minutes and 9 cents each minute over the max. It costs $1,000 /year to have off -site access. Swetlik will compose an informational letter /survey to schools and municipalities. A MARCH 19, 2008 meeting at 4:00 p.m. will be held at the GOVERNMENT CENTER, COMMUNITY ROOM to present "City Watch" to school personnel and municipal personnel. Swetlik mentioned that grant funds may be available for 2009 in the amount of $6,000. Colvard advised that there is a grant option also available for 2008 and stated a current grant that he has applied for related to anew computer and printer for Emergency Communications could be amended to include this project. This is an 80 -20 grant. A Borup /Malick MOTION was made to amend this grant application to allow for the maximum of $7,500 expenditure to incorporate the mass notification system. Motion carried unanimously. WARNING SIREN PROJECT UPDATE Swetlik sent out letters to municipal clerks; he has received three back. Awaiting more feedback. Swetlik will update on this item in March. Malick would like to see a follow -up letter sent. M. Richert reported that North Hudson needs more information before can give a definite stance on joining or not. GETS INFORMATION Sortedahl explained that Public Health and Swetlik have GETS cards. They would like to hold a drill and incorporate the GETS system. Swetlik explained the Landline GETS usage and the Cell GETS usage. The Committee would like to see an itemized listing for all fees associated with GETS. RIVER FALLS POLICE /FIRE /EMS DISPATCHING Swetlik explained that River Falls EMS and Fire Departments have recently approached him wanting St. Croix County to dispatch their calls; Now River Falls Police Department would like St. Croix County to dispatch their calls also and asked what would be needed to accomplish this. Swetlik explained that all three entities are needed to accomplish this task of dispatching. All three entities are eager for St. Croix County to dispatch. Swetlik explained that there is congestion on the primary LE channel. Other factors to consider would be expansion of the Comm... Ctr. /taking away from Community Room, need to upgrade from a four to six- position console and the costs associated - Discussion also on the assumed dispatching responsibilities for the University. Multiple factors would result in significant costs for the project. Swetlik inquired if the Committee would like to see additional work related to securing cost estimates. A Malick/Borup MOTION was made that St. Croix County is not interested in investing time and energy to obtain estimates until which time the River Falls City Council approaches the County with a request as well as identifying cost responsibilities. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT Training Update — Colvard explained that the City of Hudson, Municipal Public Works Departments, and Municipal Law Enforcement, including the Sheriff's Dept. have all requested upcoming training. State Disaster Fund — Colvard explained that he has submitted claims from the New Richmond Storm. New Richmond's claims total over one million dollars with other municipalities submitting claims also. Colvard explained that the State supposedly set up a one million dollar fund for disasters. These funds are not available; in actuality, $415,000 is available. The Committee would like for the Committee Chairman to send a letter to Senator Sheila Harsdorf and State Representative Kitty Rhoades explaining this situation and how it discredits the State and credibility to the County. A MehlsBorup MOTION was made to send a follow -up letter to Diane Kleiboer, WI Emergency Management. Malick was opposed to this Motion. An example letter was a handout. Mehls informed that another CERT Grant is available to train residents in response preparedness. Mehls through the EM Office will apply for this grant with a deadline of April 17, 2008. DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS Baldwin/New Richmond Foreign Exchange Lines - Swetlik explained, along with a handout, that the two Baldwin foreign exchange lines cost $500 /month. Swetlik outlined his plan which would involve call forwarding calls made to the Baldwin number in the Baldwin Telecom switch which will eliminate the need for a foreign exchange line and save the County $5,000 /year.
