Chairman Mehls called the meeting to order at 9:04 a.m.
The 2 -14 -2008 Minutes were approved on a Borup / Mehls MOTION.

EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES
A. Sheriff's Dept. —Nothing
B. Municipal Law Enforcement — Nothing

E. Public Health — Karl and Sortedahl explained that for the Mass Clinic Drill, a form needs to
indicate who would be the Primary and Secondary Logistics Chief, Planning Chief, and Finance
Chief. The deadline for this is May 1, 2008. The unannounced Drill will be in May or June, 2008.
Public Health cannot adequately fill these positions. Karl explained what training experience is
required of the candidate. She also explained what County positions may suffice to fill these
positions. Malick suggested Karl and Sortedahl connect with Fred Johnson. Mehls suggested five
people that would qualify to cover the logistics section. Malick volunteered to be a secondary
candidate in all sections. Colvard explained that there is funding available to cover ICS 200, 300,
and 400 training.
In the event that Isolation/Quarantine orders would be needed after- hours, Public Health will
contact EC, who will then contact designated Corporation Counsel staff who would draw up the
Orders and contact a Judge. Karl thanked Swetlik and Corp. Counsel for their assistance with this
plan.
Karl explained that an Anti -Viral Meeting is scheduled for April 30 with participants from
pharmacies, hospitals, nursing homes, and the Boot Camp Office. Karl stated that a Mass Clinic
would not be opened for a pandemic -type event. Other sectors of the healthcare community are
responsible for this. The only recipients of Public Health service would be vaccination of
responders for the purpose of then servicing others.
Borup asked how the Mercury bulbs will be collected and disposed of, just like thermometers.
Borup commented that the public needs to be educated on this subject, and the County Recycling
Department will direct on collect /disposal.
MUTUAL AID AGREEMENT WITH POLK COUNTY
The main reason for this Agreement is to access additional resources. Concerns were addressed
pertaining to item #7 and #8. A Malick/Borup MOTION was made that part of sentence #7 and all of #8,
if not in original template, be taken out before offered to Polk County. Colvard will present to Polk
'County EM.
FIRE /EMS LOCATOR MAPS
Nelson explained that responders are using the plat books which have been updated since 2005 and then
modifying the book to their specific jurisdiction. The Responder Reps. will meet on April 3, 2008 at 8:30
a.m. to discuss what is exactly needed. The Committee will invite Budrow to the next Committee
meeting and ask if his updates can be done on their maps.
MOBILE HOME INFORMATION
Intern not available. Discussion was held mentioning Safe Rooms and the pluses and minuses of Tie -
Downs. An article was published in the New Richmond Paper entitled "St. Croix County moves for safer
mobile homes." Colvard received a call from a mobile home park owner; the mobile home park owner
faxed a letter to Colvard from WI Housing Alliance. This mobile home park owner offered to discuss this
issue at a Committee meeting. The Committee would like to educate mobile home park residents about
the benefits of tie - downs. Mobile Home Park education materials will be posted on the County website.
Nelson reported that the Village of Woodville has an Ordinance in place.
Mehls mentioned that on April 4, 2008, a ceremony will take place pertaining to the Colfax Tornado.
April 7, 2008 will be a Colfax Open House.
MOUs (Red Cross, Salvation Army, United Way)
Malick brought up the scenario of when an emergency situation occurs and there is an overload of
volunteer helpers /supplies on the scene. He suggested that the volunteer organizations have a plan to deal
with citizen volunteers. Discussion was held. The Committee would like J. Coughlin to be invited to the
next Committee meeting and possibly visit the new food -share site.
EMERGENCY SIREN UPDATE
Swetlik gave an update, along with a handout. Swetlik was asked by a couple communities to attend their
April Board Meeting for further explanation. Swetlik will attend both. Mehls will contact Glenwood
City. Swetlik will then contact the agreeing communities with a closer estimate price for connecting to
the County monitor.
DIRECTOR'S REPORT — EMERGENCY MANAGEMENT
Colvard explained that the municipalities that had damages from the August 13, 2007, storm will be
reimbursed from the State Disaster Fund. Colvard is compiling information from the municipalities and
will forward to the State.
Colvard announced the Governor's Conference will be April 8 and 9, 2008. This information was a
handout.
The Village of Roberts has asked Colvard to attend their Village Board Meeting to explain what the
mitigation plan covers and why the village should adopt it. He has a prior commitment at the time of their
meeting and will try and get Chris Straight from WCWRPC to attend in his place.
DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS
Swetlik sent out 54 Invitation Letters to municipalities and police departments inviting them to a City
Watch presentation on 3/19/08.
CLOSED SESSION —
Committee went to Closed Session at 12:05 p.m. A Borup /Speer MOTION was made that this topic will
be tabled until the April 3 rd meeting — Unanimous Roll Call. Out of Closed Session at 12:14 p.m. on a
Speer / Borup MOTION — Unanimous Roll Call.
