APRIL 10, 1997
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Tom Dorsey; Supervisors Ron Raymond, Linda Luckey, George
Menter and Dave Hense. Staff included Bruce Brantner, Greg Timmerman and
Dave Fodroczi. Guests included Rita Horne, Bob Marty, Mike Waterman, John
Bradley, Ken Peterson,Don Rodel, Bill Peavey, Stan Hensley, John Heintz, Greg
Korstad and David Larson.
Public Hearing on an Ordinance Establishing a Temporary Moratorium on Construction
of Telecommunication Towers
Chairperson Dorsey called the hearing to order at 7:30 p.m.
Fodroczi summarized the provisions of the ordinance. It would prohibit construction of
telecommunications towers in all towns under the jurisdiction of the County Zoning Ordinance
for a period of 90 days from the adoption and publication of the ordinance by the County Board.
Fodroczi stated for the record that the hearing draft of the ordinance should be corrected to
reference s. 59.69, Wis. Stats., in Section I and to include the Town of Glenwood in Section III.
Fodroczi acknowledged receipt of a letter in opposition to the moratorium from Gregory Korstad,
representing APT, and a resolution of support from the St. Joseph Town Board.
John Bradley, St. Croix County Board of Adjustment, asked for the length of the moratorium and
effect on the Board of Adjustment. Fodroczi responded that the moratorium would last for 90
days from the adoption and publication of the ordinance and that the ordinance would prohibit
the Board of Adjustment from accepting applications or granting approvals for any special
exceptions or variances for telecommunications towers.
Don Rodel stated support from the Town of Eau Galle.
Rita Horne expressed support on behalf of the Town of Hudson that enacted a 6 month
moratorium at its recent annual meeting.
Greg Waterman of Mudge, Porter, Lundeen and Seguin, appeared on behalf of Metro Tower to
oppose the ordinance and ask for an exemption to the moratorium.
Greg Korstad of Larkin, Hoffman, Daly & Lindgren, appeared on behalf of APT to express
comments on written testimony and ask to be allowed to finish a project in process that would
complete their service in St. Croix County.
John Heintz stated support from the Town of Star Prairie and suggested the moratorium should
be for six months.
Ken Peterson stated support from the Town of Hammond.
Motion by Raymond, seconded by Hense to close the public hearing at 7:50 p.m. Motion carried.
Motion by Raymond, seconded by Hense to recommend the moratorium ordinance for approval
by County Board with corrections identified by staff. Motion carried.
Motion by Raymond, seconded by Hense to adjourn the meeting at 7:55 p.m. Motion carried.
