MINUTES
PLANNING, ZONING AND PARRS COMMITTEE
MEETING OF APRIL 29, 1997
TOWN OF WARREN COMMUNITY CENTER, ROBERTS, WI
PRESENT: Chairman Thomas Dorsey, David Hense, Ronald Raymond,
Linda Luckey and George Menter. Staff, David Dacquisto,
David Fodroczi and Joe Grant.
Chairperson Dorsey called the meeting to order at 8:00 p.m.
Minutes of April 9, 1997, April 21, 1997 and April 23, 1997 were
presented to the Planning, Zoning and Parks Committee for their
review.
The agenda was read into the minutes.
NEW BUSINESS
Item 1
Gordon Perry and Badland Golf Corp. to rezone a 3.00 acre parcel of
land from Ag. Residential to Commercial: Location: A parcel of land
located in the SW; of the SW; of Section 20, T29N-R18W, Town of
Warren, St. Croix County, Wisconsin.
The applicant, Gordon Perry, explained that he was requesting the
rezoning so that he could pursue a Special Exception for a
clubhouse, pro shop, bar and restaurant that would be ancillary to
the golf course. He also would be requesting later hours of
operation and the ability to stay open during the winter.
The public had some concern with the later hours of operation and
the potential traffic.
Motion by Raymond, second by Luckey to approve the rezonement from
Ag/Residential to Commercial for ancillary use to a golf course of
a restaurant, pro shop, bar and clubhouse.
OLD BUSINESS
53rd Street Maintenance
Fodroczi indicated he was still working on a formal maintenance
agreement with Corporation Counsel. Grant said the road was in
need of some maintenance. He had taken some measurements of the
road surface and consulted with Highway Commissioner Fedderly.
Grant proposed adding a foot of 2" material with a 4" layer of
crushed limestone and some riprap at an approximate cost of $7,000.
The County share would be about $3,325 and the neighbors would
share the balance.
These expenses were not budgeted and would require a contingency
fund request from the Finance committee. Grant also said that the
improvements would require a special exception from the Board of
,Adjustment. Neighbor Pat Collins wanted to see details of design
and cost before neighbors would agree to the proposal. Discussion.
Committee suggested that Grant wait a month on application to Board
of Adjustment and discuss needs and finances with the Finance
Committee at May meeting.
Closed session pursuant to s. 19.85(1)(e), Wis. Stats., to
deliberate the purchase of public property.
Motion by Hense, seconded by Menter to go into closed session
pursuant to s. 19.85 (1) (e) , Wis. Stats. , to deliberate the purchase
of public property. Roll call vote. All voted "yes". Motion
carried. Motion by Hense, seconded by Raymond to reconvene in open
session. Motion carried. Motion by Hense, seconded by Raymond to
recommend a resolution requesting lake protection grant funds from
the Wisconsin Department of Natural Resources for County Board
approval. Motion carried.
The Committee set a special meeting for 9:00 a.m. on Wednesday, May
7, 1997 to continue the agenda at that time.
Motion by Menter, seconded Hense to adjourn at 10:00 p.m. Motion
carried.
