MINUTES
PLANNING, ZONING & PARK'S COMMITTEE
JUNE 24, 1997
ST. CROIX COUNTY GLEN HILLS PARK, GLENWOOD CITY, WI
Present: Chairperson Tom Dorsey, Supervisors Linda Luckey, Ron Raymond, George Menter,
Dave Hense. Staff present included Dave Dacquisto, Mary Jenkins, Joe Grant, Ellen
Denzer, Dave Fodroczi and Brian Halling. Guests in attendance were: Larry Murphy,
Doug Zahler, Lloyd Luckwaldt and Pastor Wayne Helgendorf.
Chairperson Dorsey called the meeting to order at 9:00 a.m. Motion by Menter, seconded by Hense to
adopt the agenda. Motion carried. Motion by Hense, seconded by Luckey to approve the May minutes.
Motion carried. The next meeting will be July 22, 1997.
HEARINGS
Assistant Zoning Administrator Mary Jenkins read the hearing notice. Immanuel Lutheran Church is
requesting a variance to the minimum lot size, as required by Section 17.13(2)(b), St. Croix County Land
Use Ordinance. Motion by Raymond, seconded by Hense to approve the request. Motion carried.
Minors
Minors were reviewed by Jenkins. Please see attachment A.
Majors
Majors were reviewed by Zoning Director Dave Dacquisto and Brian Halling. Please see attachment B.
Troy Village Re -approval
Motion by Raymond, seconded by Hense to grant a 30-day extension. Motion carried, with Luckey voting
against.
ZONING BUSINESS
Bills, Invoices and Revenue Report
Motion by Menter, seconded by Hense to approve the Zoning bills totalling $7,252.79. Motion carried.
Chairperson Dorsey requested that the minutes show that the Committee reviewed the revenue report.
Violations & Citations
Dacquisto referred to a list of violations issued since the last meeting. He further noted that staff will
keep a written log of completed inspections. No discussion.

Riverway Ordinance Amendments
Dacquisto updated the Committee on proposed changes to the Riverway District. Dacquisto and
Corporation Counsel will meet next week to review further.
PARK BUSINESS
Park Bills & Invoices
Parks Director Joe Grant passed out a list of the May/June bills previously approved for review. Motion
by Luckey, seconded by Hense to approve the bills for $2,974.44. Motion carried.
Glen Hills Park
Glen Hills has had three overflow crowds since Memorial Day weekend. Expecting the next two weeks
to be busy also based on reservations. The good weather has kept attendance up at the park this summer.
Troy Park
Clean up at the park is complete. It has been very busy during the recent hot spell.
Woodville Trail
The Woodville Trail project is not moving. Captain DeMaris reports the Army Reserve has not given the
project final approval, it might not start this summer.
Pine Lake Park
Pine Lake has received very heavy use due to the good fishing. There have not been any problems with
vandalism.
Homestead Parklands -- Perch Lake
The lawn at Homestead Parklands -- Perch Lake has been mowed again. Committee members decided
there was no need to go into closed session as there is nothing new to be reported.
Park Manager's Report
Grant asked the Committee members to tour the barn at the end of the meeting as it is falling down and
is in need of repair. Committee agreed to tour before departing from Glen Hills.
Grant handed out a request for Committee approval of a new full-time position in the parks department.
Grant stated that with the improvements to the Woodville Trail and the addition of Homestead Parklands
at Perch Lake the workload has increased considerably. It has been eleven years since anyone new was
hired full-time in the department. The new position has not been reviewed with the Personnel
Department. Committee members asked Grant to obtain more information regarding pay scale, job
description and possibilities of starting someone halfway through the year or as seasonal rather than full-
time. The Committee also identified the need to evaluate the job duties of all the staff members. Grant
is to bring a job package to an evening committee meeting for review and discussion.

PLANNING BUSINESS
Planning Bills, Invoices & Revenue Report
Committee members reviewed the Planning Department revenue report. Motion by Menter, seconded by
Hense to approve the May bills for $3,609.49. Motion carried.
County Development Management Plan/Zoning Ordinance
Fodroczi expressed staff concerns about the Steering Committee's decision regarding prime farmland. The
decision to cut the prime agricultural land to only 94,000 acres does not meet the goals and objectives of
the plan and will likely jeopardize the recertification of the farmland preservation plan. It could also result
in the rezoning of thousands of acres of land out of exclusive ag zoning and has implications for renewal
of farmland preservation agreements. Luckey expressed concern that these impacts be thoroughly
researched and then brought to the Steering Committee. The other committee members stated that they
do not feel these impacts would change the decision regarding prime farmland.
Telecommunications Facilities Planning
Fodroczi reported that the consultant, WM Montgomery & Associates, has prepared materials and is
gathering sample ordinances for review. Everything is on schedule. Committee recommended a report
on the progress to the Towns and a tentatively scheduled date for review of the ordinance language when
it is complete.
Administrative Secretary Position
Fodroczi reported that Administrative Secretary Rosemary Olson, who suffered an aneurism and stroke
a year ago, will be leaving the department on full disability status in July. Olson has been working half-
time for the past nine months. However, she continues to have problems with her memory and cognitive
skills. The one-year limit for medical leave will be up in July. After discussion with Personnel, her
physician and Olson, it was agreed she would request full disability and continue her ongoing therapy and
rehabilitation. If she were to recover her skills, she would be given a priority hiring status by the county
for any position that meets her qualifications.
Register of Deeds Request for Proposals
Fodroczi reported that three firms responded to the request for proposals for an electronic document index
and image management system. All three firms will be interviewed.
Dorsey recessed the meeting to view the Glen Hills barn and travel to Perch Lake.
Reconvene at Perch Lake to Meet with the DNR Board at 4:30 p.m.
Motion by Luckey, seconded by Hense to reconvene at the boat landing at Perch Lake at 4:45 p.m.
Motion carried. The meeting was chaired by Vice Chairman Ron Raymond. Dorsey and Menter were
excused. The Department of Natural Resources Board, Secretary and staff members were given briefings
regarding cooperative efforts with St. Croix County such as training programs, the Priority Watershed
Project, the County Plan and Ordinance project and the Perch Lake acquisition project. Discussion.
Motion by Hense, seconded by Luckey to adjourn. Motion carried. Meeting adjourned at 5:45 p.m.

DURNING AND LEWIS ADDITION - Final Plat
Motion by Hense, seconded by Menter to approve the preliminary plat and final plat subject to the
following conditions: 1) Deposit, bond or letter of credit of 120 percent of the total costs for all
improvements to be received by the County before road construction may begin. 2) Certification by a
licensed engineer that the improvements have been constructed as planned is required by the County
Highway Department.
PINE CURVE ADDITION - Preliminary
Motion by Hense, seconded by Luckey to approve the preliminary plat subject to the following conditions:
1) Revised preliminary plat shall be submitted. 2) The revised preliminary plat shall identify two suitable
sites on each lot for septic systems. 3) A minimum of 5 soil borings shall be taken for the combined site
