Staff Dave Fodroczi, Dave Dacquisto, Joe Grant, Greg Timmerman, Ellen Denzer, Mary Jenkins, Brian Halling, Bob Heise, and Debbie Lenzen. Guests: Larry Murphy, Harvey Johnson, Ron Johnson, Lois Satterlund, Robert Boche, Howard LaVenture and Clarence Matz. Chairman Tom Dorsey called the meeting to order at 9:10 a.m. Motion by Mentor, seconded by Raymond to approve the agenda. Motion carried. Minutes/September Meeting Date The next meeting is scheduled for Tuesday, September 23, 1997, 9:00 a.m. Motion by Luckey, seconded by Hense to approve the June 24, 1997 minutes as corrected by Luckey. Corrections were made to three minors, motion carried. Motion by Menter, seconded by Hense to approve the July 22, 1997 minutes. Motion carried. Motion by Raymond, seconded by Menter to approve the July 23, 1997 minutes. Motion carried. Motion by Raymond, seconded by Menter to approve the July 30, 1997 minutes. Motion carried. UNFINISHED BUSINESS Zoning Director Dave Dacquisto recommended the ordinance establishing a Residential Development Moratorium on lands within the Glen Hills Watershed be sent to the County Board for action. ZONING BUSINESS Bills, Invoices and Revenue Report Motion by Menter, seconded by Hense to approve the Zoning bills totalling $7,252.79. Motion carried. Chairperson Dorsey requested that the minutes show that the Committee reviewed the revenue report. Violations & Citations Dacquisto provided a list of violations issued since the last meeting. Discussion, no action. Lentz, 7:15 p.m. viewing - 8:00 p.m. hearing Riverway Ordinance Amendments Dacquisto reported that Corporate Counsel is completing final revisions for review at the next meeting. The draft ordinance better defines building height, includes vegetative management and is more flexible to encourage cooperation. Committee adjourned for lunch at 12:00 p.m. Meeting reconvened at 1:05 p.m. PARK BUSINESS Park Bills & Invoices Parks Director Joe Grant presented a list of the July bills for $5,259.69. Motion by Hense, seconded by Menter to approve the bills. Motion carried. Hense recommended Grant check into a lease arrangement to replace both pickups used by the Parks Department for the 1998 budget. The Zoning and Land and Water Conservation departments lease their vehicles. Committee agreed Grant should research. Park Manager's Report Grant reported that the Highway Department is presently working on road crossings at five locations on the Woodville Trail. Grant has not been able to get budget cost estimates to repair the barn. He has two replacement estimates: $67,600 on a 60 x 128 foot commercial building including concrete floor from Lester's; and $55,000 for a 60 x 120 foot, not including floor, from Vic West Steel. Grant estimates it will cost $75,000 total, including a cement floor, electricity and heat to replace the barn. Grant also presented the Committee with the need for a tractor and attachments. They agreed he should lease a tractor and mower and buy a loader. They suggested he be prepared to present a solid lease program to the Finance Committee, and he should keep the old tractor as a backup. F] Perch Lake Planner Ellen Denzer reported that Collins wants to build a new roadway this fall and needs information on driveway location and costs; property boundary; and the new drainage field for his financing. Staff do not know the answers at this time. Discussion. Planning Director Dave Fodroczi stated that a staff meeting with the surveyor, highway, parks and zoning departments may provide answers on the drainfield, property boundary, and driveway location and cost. PLANNING BUSINESS Planning Bills, Invoices & Revenue Report Committee members reviewed the Planning Department revenue report of $1,570.22. Motion by Menter, seconded by Hense to approve the July bills for $2,195.02. Motion carried. County Development Management Plan/Zoning Ordinance Dave Fodroczi reported that Kurt Sroka resigned from the ordinance workgroup. He asked the Committee if it wants to replace him and the two other members who have never attended. Dorsey authorized staff to use their best judgment in finding replacements. Telecommunications Facilities Planning Fodroczi reported that the Wireless Communication Ordinance was adopted by County Board. Information is being collected from the vendors and sites are being mapped. We also have the inventory sheets. Resolution on City of River Falls Master Plan Hense contacted Troy and gave the chair, Dean Albert, a copy of the resolution on the River Falls Master Plan. Hense asked Albert to review with the Town Board and send the County a letter of response. Fodroczi will send a letter and resolution to the Town of Kinnickinnic and ask for a response so the committee can act at its September meeting. REGISTER OF DEEDS RECORDS MANAGEMENT SYSTEMS CONTRACT Fodroczi reported that Fiddler & Chambers will have a contract prepared by September loth on the Register of Deeds Records Management Systems. Conditions: Town Board approval has not been received. Land and Water Conservation Committee approval. Plat show right-of-way dedicated to the Town of lots 5, 6, 7 and 8. Discussion: The Land and Water Conservation Committee would like two high-water levels identified and addressed on the plat. Discussion on requiring a through road connection to 176th Avenue. Roger Humphrey, Engineer for Willow Valley, stated that connecting the road would not be a problem. Committee decided not to require.
