CROIX COUNTY PLANNING, ZONING AND PARKS COMMITTEE August 27, 1997 Richmond Town Hall Committee present: Tom Dorsey, George Menter, Ron Raymond, Linda Luckey, Dave Hense. Staff Present: David Dacquisto Chairman Dorsey called the hearing to order at 8:05P.M. The agenda was read into the record. Zoning Business: Richard Ohlfs to rezone 80 acres of land from Agricultural Residential to Commercial. Location: N %2 of the SW '/4 of Section 23, T30N-R18W, Town of Richmond Richard Ohlfs of 250 N. Starr Ave. asked to rezone 80 acres for a model train museum, model train ride, miniature golf course. Fred Ball asked if the applicant had considered going to 40 acres rather than 80 acres. The Committee asked staff if the applicant could build a house on commercial zoned land. Staff answered that most residential uses are prohibited, but as this was the home for an owner, the Board of Adjustment may consider the request as a special exception. The Committee stated the Town has to decide if it wants 80 acres of commercial zoned land here and asked what the Town's position was. The Town Board responded that it gave permission to rezone 80 acres and to build a home on the site. The Committee asked Mr. Ohlfs to be specific and to describe his entire proposal. Richard Ohlfs stated he was proposing to construct and operate a model train museum, model train ride, miniature golf course, campground and a personal residence. Richard and Janet Gillis questioned Mr. Ohlfs on the extent of the proposed commercial development asking if it would become like Somerset, if it would be noisy and what kind of screening would be provided. Mr. Ohlfs stated it would not be like Somerset. Staff suggested an alternative to the rezoning would be to request a special exception under the Agricultural Residential District zoning for "limited commercial recreational". There was no guarantee that the Board of Adjustment would approve the request because it would not be subordinate to an agricultural use but it was worth pursuing. A motion was made by Luckey, seconded by Raymond, to close the hearing to the public. Decisio on the request was postponed to a later date. Dave Hense, Secretary
