September 22, 1997

Committee present: Tom Dorsey, Ron Raymond, George Menter, Linda Luckey, David Hense.
Staff present: Mary Jenkins.
The meeting was called to order at 8:00 p.m. by Chairman Dorsey. The agenda was read into the record.
Zoning Business:
1. Cenex/LDL Agronomy Co. & Precision Ag Services LLC/Randy Hansen to rezone
a 5.692 acre parcel of land from Agriculture to Commercial. Location: Part of the NEl/4-
SW'/4, & Part of the SEl/4-SWl/a, Section 32, T31N-R16W, Town of Cylon, St. Croix
County, Wisconsin.
2. Roxanne Berends & Roger Goodrich to rezone a 6.0 acre parcel of land from
Agriculture to Commercial. Location: Part of the SWl/4-SW'/4, Section 29, T31N-R16W,
Town of Cylon, St. Croix County, Wisconsin.
Chairman Dorsey set the rules for the hearing.
The second request was represented by Roger Goodrich, 2196 S. T. H. 46, who told the committee he
wants to rezone 6.0 acres for the Peterson Sisters to add on to their property. A hand drawn map was
presented to committee and audience, showing the location of the Peterson Sister's property, and the six
acres proposed to be rezoned.
There were questions from the audience regarding a certified survey map, and Chairman Dorsey explained
that a survey map is not required until after the rezoning hearing, but prior to County Board action.
Richard Krueger, an adjoining property owner, questioned how close this comes to his north property line,
and was told that the six acres goes approximately 500 ft. to the north of the Peterson's present north
boundary. Mr. Krueger expressed concerns about not knowing what the use will be, and Dorsey explained
that any use required approval by the Board of Adjustment. Mr. Krueger expressed further concerns about
taking land out of the Agriculture District.
Robin Peterson answered questions about whether the current building would expand, or a new one would
be constructed, saying that it is still in the planning stages. She said they need more building area and
more parking space.
A letter from the township, supporting the rezoning, was read by Jenkins.
Dorsey asked for questions or comments, and when none were received, recessed the hearing for the
committee to make a decision on the request.
A motion was made by Raymond to recommend approval of the rezoning to the County Board, stipulating
that the rezoning meets the requirements of Wl. Stats. 91.77. The motion was seconded by Menter, and
upon a roll call vote, carried unanimously.
The first request was represented by Randy Hansen, Glenwood City, General Manager of Precision Ag
Services. He told those present that they wish to rezone a 5.6 acre strip on the eastern boundary of the
50 acres they presently own.
Chairman Dorsey told committee members that this is being done to make a correction in the property
boundaries.
A letter from the township, supporting the rezoning, was read by Jenkins.
Dennis Erickson questioned how the situation come to exist, and said the Town approved the rezoning
because the Fertilizer Plant was afraid of being shut down, and was told someone had to purchase the
adjoining strip of land. Chairman Dorsey explained that a mistake was made due to an unclear
description, and that in rezoning the strip, the mistake would be corrected. Erickson questioned what
would happen if the correction is not made, and Dorsey and Jenkins explained that an illegal parcel would
exist in the Ag District.
Dorsey asked for further questions or comments, and Erickson asked if the application fee would be
waived. Dorsey said the fee would remain with the County.
On a motion by Hense, and a second by Raymond, the hearing was closed.
A motion was made by Luckey to recommend approval of the rezoning to the County Board, stipulating
that it meets the requirements of WI Stats. 91.77. Motion was seconded by Raymond. Motion carried.
A motion was made by Hense, seconded by Menter, to adjourn. Hearing adjourned at 8:25 p.m.
