Planning, Zoning & Parks Committee
October 8, 1997
Somerset Town Hall
Committee present: Tom Dorsey, Ron Raymond, George Menter, Dave Hense, Linda Luckey.
Staff present: Mary Jenkins
Chairman Dorsey called the hearing to order at 8:00 P.M. The hearing notice was read into the record.
Zoning business:
1. James & Sharon Rivard & William & Rose Jasperson to rezone 70 acres of land from
Agriculture To Ag Residential. Location: A parcel of land located in the W 1/2 of the SE 1/4
of Section 10, T30N-R19W, Town of Somerset, St. Croix County, Wisconsin.
2. Henry & Bernice Lentz to rezone 80 acres of land from Agriculture to Ag Residential.
Location: A parcel of land located in the NE 1/4 of the SW 1/4 of Section 17, T30N-R19W,
Town of Somerset, St. Croix County, Wisconsin.
3. Joy Timm Certified Survey Map, Section 36, Town of Glenwood
4. Discussion of County Surveyor
1. James Rivard, 559 160th Avenue, told the committee that the 70 acres has no buildings on it,
that 48 acres is tillable, and the rest is trees. He plans to sell 1/2 of the property to his nephew, William
Jasperson, and keep 1/2, possibly selling it to his children. The property is presently rented with three
years remaining on a five year lease.
Jenkins told the committee that soils on the property are Class III & Class IV.
George Sinclear, Town Board Chairman, said that the township supports the rezoning.
Raymond requested that the town address the issues of Wisconsin Statutes Sec. 91.77, and George
Sinclear, Town Board Chairman, said that these items have been addressed.
Chairman Dorsey adjourned the hearing for the committee to make a decision on the rezoning request.
A motion was made by Luckey to recommend approval of the request to the County Board, noting that
the Town of Somerset has attested that the findings of Wisconsin Statutes Sec. 91.77 have been met, and
that the committee agrees. The motion was seconded by Raymond. Motion carried.
2. Henry Lentz, 123 S. T. H. 35/64 explained that they have owned the property since 1988, and
that there is someone interested in purchasing a portion of the property. He said the land has Class III
and Class IV soils and is highly erodible.
George Sinclear, Town Board Chairman, attests that the findings of Wisconsin Statutes Sec. 91.77 have
been met, and that the town supports the rezoning.
Chairman Dorsey called for further comments or questions, and when none were received, recessed the
hearing for the committee to make a decision on the request.
A motion was made by Raymond to recommend approval of the rezoning to the County Board, noting
that the Town and the committee agree that the findings of Wisconsin Statutes Sec. 91.77 have been met.
Second by Menter. Motion carried.
Hearing adjourned at 8:35 P.M.
3. Chairman Dorsey explained the reason for presentation of the certified survey map at this
meeting.
Jenkins told the committee that the map for Joy Timm is a two lot minor subdivision of a parcel of 15.94
acres, located in Section 36, Town of Glenwood. The map has been reviewed by staff and approved by
the township
A motion was made by Hense, seconded by Menter, to approve the certified survey map. Motion carried.
4. Dorsey explained that a joint resolution has been drafted regarding the position of the County
Surveyor. The resolution designates the duties of the County Surveyor to be performed by the St. Croix
County Highway Commissioner or an employee of the Highway Department designated by the Highway
Commissioner.
There was discussion by the committee regarding an agreement identifying the terms of Jim Rusch leaving
the employment of St. Croix County, and the agreement being signed by Rusch prior to approving and
signing the resolution.
A motion was made by Menter, seconded by Raymond, giving conditional approval to the resolution with
the condition that Rusch sign the agreement between the County and the County Surveyor regarding the
terms of his resignation prior to the committee signing the resolution.
Roll call vote: Hense, yes; Menter, yes; Luckey, yes; Raymond, yes; Dorsey, yes. Motion carried.
A motion was made by Menter, seconded by Hense to adjourn. Motion carried. Meeting adjourned at
