1) Kowski Farms, Inc. to rezone 20 acres of land from
Agriculture to Ag/Residential. Location: A parcel
of land located in the NW 1/4 of the SW 1/4 of
Section 3, T31N-R19W, Town of Somerset, St. Croix
County, Wisconsin.
2) Allen and Cynthia Campeau to rezone 40 acres of land from
Agriculture to Ag/Residential. Location: A parcel of
land located in the SW 1/4 of the SW 1/4 of Section 4,
T31N-R18W, Town of Star Prairie, St. Croix County,
Wisconsin.

Planning, Zoning & Parks Committee
October 15, 1997
Somerset Town Hall
Committee present: Tom Dorsey, Ron Raymond, George Menter, Linda Luckey, Dave Hense.
Staff present: Mary Jenkins.
Chairman Dorsey called the meeting to order at 8:00 P.M. The agenda was read into the record.
Zoning Business
1. Kowsld Farms, Inc. to rezone 20 acres of land from Agriculture to Ag Residential.
Location: A parcel of land located in the NW 1/4 of the SW 1/4 of Section 3, TN-R19W,
Town of Somerset, St. Croix County, Wisconsin.
2. Allen & Cynthia Campeau to rezone 40 acres of land from Agriculture to Ag Residential.
Location: A parcel of land located in the SW 1/4 of the SW 1/4 of Section 4, T31N-R18W,
Town of Star Prairie, St. Croix County, Wisconsin.
1. Roger Kukowski, 6A 260th Street, Osceola, told the committee that he and his father own the property,
and that they wish to sell a portion of their property to help finance the purchase of additional crop land.
They are asking for 20 acres to be rezoned for the development of two lots.
George Sinclear, Town Board Chairman, told the committee that the town has no objection to the
rezoning.
Jenkins informed the committee that the soils on the 20 acres are Class III, Class IV and Class VI.
Chairman Dorsey called for further comments or questions, and when none were received, adjourned the
hearing for the committee to make a decision on the request.
A motion was made by Raymond to recommend approval of the rezoning to the County Board, stipulating
that it meets the requirements of Wisconsin Statutes Sec. 91.77. Menter seconded the motion. Motion
carried.
The hearing adjourned at 8:10 P. M.
2. Allen Campeau, 2311 100th Street, New Richmond, Wisconsin, told the committee that he
wishes to rezone 8-9 acres. Chairman Dorsey asked for clarification of the acreage as the
application states that he wishes to rezone 40 cares. Campeau said that due to a misunderstanding
of the legal description the entire 40 was listed. He would like to request that 9 acres from the
40 be rezoned.
Jenkins read a letter from the township stating that they have no objection to 8 or 9 acres being rezoned.
Mr. Campeau wishes to create residential lots on the rezoned property. Jenkins told the committee that
the majority of the property has Class VI soils.
There was discussion by committee on the need for a certified survey map of the 9 acres. Mr. Campeau
will have the map prepared.
A motion was made by Hense, seconded by Raymond, to close the hearing. Motion carried.
A motion was made by Hense to recommend approval of the rezoning request for 9 acres to the County
Board with the stipulation that it meets the requirements of Wisconsin Statutes Sec. 91.77. The motion
was seconded by Menter. Motion carried.
A motid was made by aymond, seconded by Hense, to adjourn the hearing. Motion carried. Hearing
