Baldwin Town Hall
Committee present: Tom Dorsey, George Menter, Dave Hense, Linda Luckey, Ron Raymond.
Staff present: Cindy Sherman, Mary Jenkins.
Before calling the hearing to order, Chairman Dorsey introduced Cindy Sherman, the new Zoning
Director, to those present.
The hearing was called to order by Chairman Dorsey at 8:00 PM. The hearing notice was read into the
record.
Zoning Business:
1. Thomas & Sandra Olson to rezone a 4.01 acre parcel of land from Ag to Ag
Residential. Location: The SW 1/4 of the SW 1/4 of Section 26, T29N-R16W, Town
of Baldwin, St. Croix County, Wisconsin.
2. Tom & Melody Kanten to rezone a 69.98 acre parcel of land from Ag to Ag
Residential. Location: The S 1/2 of the NE 1/4 of Section 5, T29N-R16W, Town of
Baldwin, St. Croix County, Wisconsin.
3. Eugene & Sandra Veenendall to rezone a 25 acre parcel of land from Ag to Ag
Residential. Location: The NW 1/4 of the NE 1/4 of Section 5, T29N-R16W, Town of
Baldwin, St. Croix County, Wisconsin.
Chairman Dorsey set the rules for the hearing.
1. Tom Olson, 733 250th Street, Baldwin, Wisconsin, told the committee that he purchased the property
from David Albrightson, and that as part of the purchase agreement 4.01 acres would be rezoned and
conveyed to Keith Albrightson to add on to an existing parcel. He said that a certified survey map has
been done by A & E Land Surveying of New Richmond. Mr. Olson said that the conveyance of the
property to him tools place prior to the hearing, and that the Zoning Office requires that the property
owner apply for the rezoning.
Joe Hurtgen, Town Board Chairman, said that the rezoning request was presented to the town by Keith
Albrightson, and the town recommended approval of the rezoning.
Chairman Dorsey asked for questions or comments, and when none were received, recessed the hearing
for the committee to make a decision of the request.
A motion was made by Hense to recommend approval to the County Board of the rezoning request of
Thomas & Sandra Olson, stipulating that the requirement of WI Stats. 91.77 have been met. The motion
was seconded by Menter. Motion carried.
Dorsey explained the provisions of WI State. 91.77 to those present.
2. Tom Kanten, 1187 200th Street, Baldwin, Wisconsin, told the committee that he is requesting the
rezoning for long term options on the land and that they have no immediate plans for the property. He
said he recognizes that the land is better suited for housing than for agriculture. He stated that their intent
is to plant Christmas trees on the open part of the land for the next 10-12 years, but wants flexibility for
long term use, so is asking to have the entire 69.98 acres rezoned to Ag Residential.
Jenkins told the committee that a letter of support for the rezoning from the township is part of the file,
and that the soils on the parcel are predominately Class III & Class IV.
Chairman Dorsey called for further comments or questions, and when none were received closed the
hearing for the committee to make a decision on the request.
A motion was made by Menter to recommend approval of the request of Tom & Melody Kanten to the
County Board, stipulating that the provisions of WI Stats. 91.77 have been met. The motion was
seconded by Hense. Motion carried.
3. Eugene Veenendall, 2259 C. T. H. "DD", Baldwin, Wisconsin, told the committee that he is in the
process of getting out of farming, has sold the building site and 25 acres and that the remainder of his
land will also be sold.
Committee discussed the discrepancy on acreage. Dorsey explained that the hearing notice was advertised
for 20-25 acres and that if there is over 25 acres after the survey is completed, Mr. Veenendall will need
to come back for a new hearing.
Jenkins told the committee that soils on the parcel are Class II and that a letter from the town supporting
the rezoning request is part of the file.
Chairman Dorsey called for further comments or questions, and receiving none, tools a motion from
Raymond, with a second from Hense to close the hearing for the committee to act on the request.
A motion was made by Raymond to recommend approval to County Board on the request of Eugene &
Sandra Veenendall to rezone 25 acres from Ag to Ag Residential, stipulating that the provisions of WI
Stats. 91.77 have been met. The motion was seconded by Hense. Motion carried.
The hearing adjourned at 8:25 PM.
Dave Fodroczi, Planning Director, informed the committee of a new Land Use Council created by the
Governor and the budget bill. He said the Council includes the following six state agencies: Department
of Ag, Department of Administration, Commerce, Department of Natural Resource, Transportation and
the Department of Revenue. The Council is adding seven non -state positions including representatives
from counties, towns, and city/village government. At the last Legislative breakfast, Fodroczi had
suggested that representation was needed from Western Wisconsin. Shortly after that, State Representative
Sheila Harsdorf contacted Fodroczi asking him to consider becoming a member of the Council. He also
received a call from the President of the Land Information Association, of which he is a past president,
asking if they could submit his name for a potential appointment for the state association. Fodroczi is
asking for the committee's direction and approval to accept the appointment.
After committee discussion, a motion was made by Menter and seconded by Hense to give approval to
have Fodroczi's name submitted for appointment to the Land Use Council. Motion carried.
A motion was made by Menter, seconded by Hense, to adjourn. Motion carried. The meeting adjourned
at 8:45 PM.
