Planning, Zoning & Parks Committee
December 9, 1997
Troy Town Hall
Committee present: Tom Dorsey, Ron Raymond, George Menter, Dave Hense, Linda Luckey.
Staff present: Mary Jenkins.
The hearing was called to order by Chairman Dorsey at 8:00 PM. The hearing notice was read into the
record.
Zoning Business:
James J. & Audrey G. Kauphusman to rezone a six acre parcel of land from Ag to Ag
Residential. Location: The N 1/2 of the NE 1/4 of Section 32, T28N-R19W, Town of
Troy, St. Croix County, Wisconsin.
Chairman Dorsey set the rules for the hearing.
Al Longsdorf, 485 C. T. H. "MM", River Falls, Wisconsin, told the committee that he would like to
purchase six acres of land from his father-in-law, Jim Kauphusman to build a house, and farm the portion
not used for the house. He said that placement of the house on the parcel will prohibit further
subdividing.
Marlyn Jennings, neighbor, has no objections to the house being built, but hopes there will be no problems
when he spreads manure close to the lot line. Mr Jennings questioned how close to the road the house
will be built, and stated that there are areas where water problems exist. He also questioned the trailer
house on the farm.
Dean Albert, Town Board Chairman, told the committee that the town supports the request. Committee
members questioned Albert about the Town plan. Albert said that the master plan shows the area as Ag,
however the town views this as similar to a second residence on the farm, not creating a development,
and that the town recommends approval of the rezoning. Supervisor Luckey voiced concern that the town
plan is not being followed.
Jenkins told committee members that soils on the parcel are Class III and Class IV.
Chairman Dorsey called for further questions or comments, and when none were received, accepted a
motion from Raymond, with a second from Menter to close the hearing, Motion carried.
A motion was made by Hense to recommend approval to County Board of the rezoning request of James
G. & Audrey G. Kauphusman from Ag to Ag Residential with the stipulation that it meets the
requirements of WI Stats. 91.77. The motion was seconded by Raymond. Motion carried.
Committee requested that site visits to rezoning properties be placed on the December 23 meeting agenda.
A motion was made by Hense, seconded by Raymond, to adjourn. Motion carried. Meeting adjourned
at 8:20 PM.
