LOCAL EMERGENCY PLANNING COMMITTEE (LEPC)
MINUTES
February 26, 1997 Meeting
Those present included: Jack Colvard, Pam Benson, Emergency Government;
Bill Hawley, Baldwin Bulletin; Arthur Jacobson, County Board; Lee M.
Cooper, WITC; Bruce Brantner, Emergency Communications; Steve Schofield,
Highway Department; Frank Ivy; Barb Nelson, Public Health; Jim Donovan,
Somerset Police; Dan Smith, Hudson Fire/Bay West; and Ken Weiske,
Farmers Co -op -Baldwin.
The meeting was called to order at 1:00 p.m. by Chairman Ivy. The
meeting agenda was approved on a Jacobson/Smith MOTION. The 12/18/96
Minutes were approved on a Hawley/Smith MOTION.
UNFINISHED BUSINESS
1. Membership
Colvard stated that letters were sent to five LEPC members
concerning attendance. Responses were received from two members,
who stated they wished to remain on the Committee. A reply was
also received from the New Richmond acting fire chief, who wanted
a spot kept open for the soon -to -be appointed New Richmond fire
chief. Smith and Jacobson will check with the two persons not
responding to see if they wish to remain on the Committee.
2. Exercise Design Sub -Committee Report
Colvard reported that a tabletop exercise will be held March 19,
1997 at 'the Glenwood City Community Center at 6:30 p.m. This
simulated hazmat (hazardous material) incident will coincide with
the last night of a Hazmat-Operations level class being taken by
the Glenwood City Fire Department. After discussion, all LEPC
members were invited to attend the event. Colvard next handed out
information on State requirements for tabletop, functional and
full-scale training exercises. A functional exercise at Glenwood
City will be held later in June. A future exercise may also be
scheduled in August or September with United Fire.
3. 1997 Hazardous Materials Awareness Week
Benson spoke regarding the upcoming State -sponsored HazMat
Awareness Week campaign, March 17-23, 1997. Educational and
informational material was sent out to eleven local fire
departments regarding this event. A packet of materials was given
to Hawley and another was passed around to Committee members.
Jacobson offered to talk to a local fire department about speaking
at a school. Benson will set up an informational table that week
at the Government Center.
NEW BUSINESS
1. Plans Submitted for the ouarter
The following off -site facility plans are being updated:
1) Somerset Wastewater Treatment Plant -Somerset

2. Hazmat Training Courses Presented or Scheduled to Date
Colvard informed the Committee of the courses scheduled for local
emergency response personnel as of today. All courses are funded
through grants or State funding.
3. 1997 SARA Computer Grant
The Emergency Communications Center will be using this grant in
1997 to update computer equipment. The grant will reimburse 80% of
expenditures, up to $6000, for equipment purchased.
4. LEPC Conference"
The 1997 LEPC Conference will be held April 9 and 10 at the Paper
Valley Inn in Appleton, Wisconsin. All LEPC members were invited
to attend. Colvard and Jacobson will be going.
5. Public Comments
Colvard stated that St. Croix County has a new planning facility,
Wal-Mart. They have been added State-wide due to sulfuric (battery)
acid on site. An additional planning facility will be opening this
spring in Somerset. Other potential reporting/planning facilities
were also discussed. Colvard stated that a facility with a 2,200
gallon or larger LP tank needs to report to the State annually. A
list of the EHS (extremely hazardous substances) found at planning
facilities in St. Croix County was passed out to Committee members.
Facility outreach will be done in the future by using the new EPCRA
(Emergency Planning and Community Right to Know Act) reporting
forms given to local building or fire inspectors, not by doing
mailings. Communities not having this new form will be contacted.
Three newspaper articles regarding a fuel oil spill in Hudson, new
businesses in River Falls, and a hazardous material spill in
Madison,_were passed around for the Committee to read.
A list of compliance activities the State pursued in 1996 was shown
to members as well as a State DNR book showing areas with the
greatest potential for airborne releases. A handout was then given
to Committee members showing hazmat products which pass through
St. Croix County on Wisconsin Central Railroad cars.
Hawley next had a question regarding a superfund cleanup site in
Baldwin. Colvard stated that the EPA and DNR have jurisdiction
over that site.

The meeting adjourned at 2:15 p.m. on a Jacobson/Nelson MOTION.
