LOCAL EMERGENCY PLANNING COMMITTEE (LEPC)
MINUTES
April 16, 1997 Meeting
Those present included: Jack Colvard, Emergency Government; Bill
Hawley, Baldwin Bulletin; Arthur Jacobson, Chuck Mehls, John Mortensen,
County Board; Frank Ivy, A & E Land Surveying; Barb Nelson, Public
Health; James VanderWyst, New Richmond Fire; Dan Smith, Hudson Fire/Bay
West; Ken Weiske, Farmers Co -op -Baldwin; David Hausman, DNR; and Melanie
Viney, Chandler Exhibits.
The meeting was called to order at 1:00 P.M. by Chairman Ivy. The
meeting agenda was approved on a Nelson/Mehls MOTION. The
February 26, 1997 Minutes were approved on a Smith/Mehls MOTION.
UNFINISHED BUSINESS
3. Membership
Jim VanderWyst, the new Fire Chief for New Richmond, was introduced
to the Committee and will serve on the Committee in place of
Francis Otto, the retired chief, who was a member of the LEPC.
Smith and Jacobson will check with two members regarding Committee
participation.
2. LEPC Conference Report
Jacobson reported on various presentations at the LEPC Conference
which was held April 9 and 10 in Appleton, Wisconsin. One
presentation he spoke about was a hazardous material incident which
occurred in western Montana and involved a chlorine tank car spill.
3. 1997 SARA Computer Grant
The Emergency Communications Department will be reimbursed $5000
under the 1997 SARA Computer Grant for new equipment purchased for
the Emergency Communications Center.
A proposal is being submitted to recommend a change in the SARA
Grant to allow fire departments to purchase hazmat (hazardous
material) equipment equal to their level of training. One item
that would come under this grant is (fire -fighting) foam. Per
Colvard there currently are three containers of foam stored at -the
New Richmond Health Center. After discussion, a Smith/Viney MOTION
was approved that the three foam containers in New Richmond be
given to the New Richmond Fire Department.
NEW BUSINESS
1. Functional Exercise Planning
Colvard will be checking with Carlton DeWitt, Glenwood City Fire
Chief, regarding holding a functional training exercise there.
2. Plans Updated in 2nd Quarter
The following plans were updated and submitted to the State during
the second quarter of FFY (Federal Fiscal Year) 197:
1) CTS Corporation -Baldwin
2) New Richmond Wastewater Treatment Plant
3) Somerset Wastewater Treatment Plant
4) Nelson Farm Supply, Inc. - River Falls

3. Hazmat Training Courses Presented or Scheduled to Date
Colvard informed the Committee of courses scheduled for local
emergency response personnel. All courses are funded through
grants or State funding. A newly offered class on handling LP gas
spills/incidents will be held July 8, 1997 at WITC-New Richmond.
All County Fire/EMS agencies will be invited to attend this class.
4_. Potential Non -Compliant Facilities
On March 22, 1997, letters were sent to 22 St. Croix County
facilities, reminding them to fill out and send in their 1997 Tier
II forms. To date, this office has received a response from most
of those businesses/facilities. The remaining facilities who have
not reported will be identified in a letter to be sent to the State
Compliance Officer.
Considered next were four local facilities that may be planning
facilities. Other new and possible reporting facilities were also
discussed.
Ivy stated that he plans to visit some of the larger farms in the
County to assist them with hazardous materials planning. A
Colvard/Smith MOTION was approved that Ivy be reimbursed mileage
expense for travel related to identifying farms that may be
potential planning facilities because of hazardous materials on
hand.
5. Public Comments
Nelson gave a copy of a letter which appeared in the Glenwood City
Tribune to Colvard. In the letter, the Glenwood City School
Superintendent commended the Glenwood City Fire Department for
their response to a recent LP gas line break which occurred near
the high school. Glenwood City Fire credited their recent training
received through Emergency Government as assisting them in handling
this spill incident.
