LOCAL EMERGENCY PLANNING COMMITTEE (LEPC)
MINUTES
June 18, 1997 Meeting
Those present included: Jack Colvard, Emergency Government; Arthur
Jacobson, Chuck Mehls, John Mortensen, County Board; Frank Ivy, A & E
Land Surveying; James VanderWyst, New Richmond Fire; Dan Smith, Hudson
Fire/Bay West; David Hausman, DNR; Paul Burch, St. Croix Co. Sheriff;
Lawrence Purfeerst, River Falls Fire; and Brad McAbee, River Falls
Police Department.
The meeting was called to order at 1:05 p.m. by Vice Chairman Smith.
The meeting agenda was approved on a Jacobson/Mortensen MOTION. The
April 16, 1997 Minutes were approved on a Mortensen/Mehls MOTION.
Date of the next meeting is August 20, 1997.
UNFINISHED BUSINESS
1. Membership
Colvard reviewed the membership list with the Committee. He also
recommended some changes to the membership. The new membership of
the Committee was approved based on the recommended changes, on a
Jacobson/Mortensen MOTION. Brad McAbee, River Falls Police
Department, volunteered to serve as a member of the Committee. A
Smith/Burch MOTION was approved to submit McAbee to the County
Board Chair as a candidate for appointment to the Committee.
NEW BUSINESS
1. Functional Exercise Planning
Colvard informed the Committee that in a meeting with Carlton
DeWitt, Glenwood City Fire Chief, and municipal officials, that a
functional exercise is now scheduled for August 23rd. Also, in
setting up the exercise, he addressed the need for more evaluators
because of multiple incidents during the exercise. Sheriff Burch
volunteered to be an evaluator for law enforcement activities and
also to supply part-time officers and vehicles for the exercise.
2. Plans Updated in 3rd Quarter
The following plans were updated and submitted to the State during
the third quarter of FFY (Federal Fiscal Year) 197:
1) Schwartz Farm -Glenwood City
2) Ken -Rich Farm -Baldwin
3) Jon -De Farm #1-Baldwin
4) Jon -De Farm #2-Baldwin
5) Henderson & Erickson Farm -New Richmond
3. Hazmat Training Courses Presented or Scheduled to Date
Colvard informed the Committee of courses presented to local
emergency response personnel. All courses are funded through
grants or State funding. A newly offered class on handling LP gas
spills/incidents will be held July 8, 1997 at WITC-New Richmond.
All County Fire/EMS agencies will be invited to attend this class.
Also, he requested that any individual or agency knowing of a class
that pertains to hazardous material response, that is not currently
being taught, to let him know and he will take steps to possibly
have that course presented and paid for through the balance of the

grant he is currently providing training under.
4. Non -Compliant Facilities Submitted to the State and New Facilities
On May 20, 1997, Colvard submitted the names of five non -compliant
facilities in a letter to the State Compliance Officer. To
date, one facility has submitted their reporting documents, another
has acknowledged that they filed incorrectly and will be forwarding
the corrected information, and three facilities have been turned
over to the Department of Military Affairs legal counsel for
possible action due to repetitive deficiencies in reporting to the
State and County.
Considered next were four local facilities that have been
identified as new planning facilities. These are: West Industries -
Hudson, Walmart-Hudson, Atlas Batteries -Somerset, and Four Seasons
FS-Hammond. Other new and possible reporting facilities were also
discussed.
5. Public Comments
Colvard provided copies of various information, involving hazardous
materials, to Committee members. These included; the new Wisconsin
DNR spill reporting requirements, 1997 EPCRA Fees paid by
community, 1996 Year -End Report by the Regional Response Team in
Eau Claire, Risk Management information being presented by
Milwaukee County, and a recap of an incident that appeared in the
DEG Digest newsletter.

The meeting adjourned at 2:47 p.m. on a Burch/Hausman MOTION.
