CROIX COUNTY LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) MINUTES August 27, 1997 Meeting Those present included: Jack Colvard, Pam Benson, Emergency Government; Arthur Jacobson, Chuck Mehls, John Mortensen, County Board; Frank Ivy, A & E Land Surveying; James VanderWyst, New Richmond Fire; Dan Smith, Hudson Fire/Bay West; Doug VanSomeren, Kolpak Refrigeration; Paul Burch, County Sheriff; Bruce Brantner, 911; Steve Schofield, Highway Department; Bill Hawley, Baldwin Bulletin; and Rick Pfaff, Somerset Police. The meeting was called to order at 1:05 p.m. by Chairman Ivy. The meeting agenda was approved on a Jacobson/Mortensen MOTION. The June 18, 1997 Minutes were approved on a Jacobson/Burch MOTION. Date of the next meeting is October 15, 1997. UNFINISHED BUSINESS 1. Functional Exercise Report Colvard reported an excellent turnout for the exercise held in Glenwood City on Saturday, August 23, with 78 participants. A thank you letter was sent to volunteer "victim" participants. Mehls, VanderWyst, and Jacobson stated that tremendous efforts were put in by the Glenwood and Boyceville emergency response agencies, as well as the American Red Cross. All appreciated the food and beverages that were donated and served during the exercise. The purpose of this training exercise was to show ways that an actual incident could be handled as well as what future training may be beneficial. Evaluator forms will be reviewed and a report will be sent into the State next month. NEW BUSINESS 1. New Facility Plans/Plans Updated in 4th Quarter There are two new planning facilities in St. Croix County; Action Battery Wholesalers, Inc. in Somerset and Walmart in Hudson. Both have sulfuric acid. There may be another planning facility in Hudson before the end of the year. Plans have been updated for Four Seasons FS in Hammond and Farmers Co-op in Glenwood. Another plan update is scheduled before the end of September. 2. Training Courses Presented or Scheduled to Date To date this year $3,902 has been spent on training courses presented to 258 persons. Six more courses are scheduled for completion before the end'of the quarter. A new State course is being offered to responders, "Boom Deployment". This is scheduled for October 14 and 15 in LaCrosse, Wisconsin. Jacobson asked Burch what classes would be beneficial for law enforcement for next year. Burch stated that Incident Command for Law and other continuing education courses would be useful. Courses offered through Emergency Government training grants are free to departments that take them. 3. Activity on Non -Compliant Facilities Colvard informed the Committee that of 130 reporting facilities in the County, only 2 have not reported their chemicals as required by the State. Those 2 facilities have received letters from the State requiring compliance. 4. Definition of Hazardous Material Spill The DNR has created new guidelines identifying spills. These are now found in Statute 292.11. There was discussion concerning spills or releases on roadways and facilities, referencing the new guidelines and how they may pertain to the LEPC for reporting purposes. 5. Public Comments Colvard showed the Committee members a Department of Health study on non -petroleum spills in the State. Also brought up was a new planning sub -grant that is available in 1998 if the Committee wishes to apply for it. Colvard stated that in 1996, the actual SARA (Superfund Amendment and Reauthorization Act) expenditures were $17,512 and $16,752 in grant monies was received. The State has a new farm outreach program coming in 1998. Also discussed were industry requirements under the new Clean Air/Clean Water Act. Plans may be required for some non-EHS (extremely hazardous substances) under this Act. There is a proposal to change the current Hazardous Material Equipment Grant in the State Statutes to allow for reimbursement of 80% of costs for hazardous material containment or monitoring equipment, equal to the level of training received by the requesting fire department. Smith spoke regarding an article that he read on a Texas LEPC's community awareness program. He'll send that information to Colvard.
