CROIX COUNTY LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) MINUTES October 15, 1997 Meeting Those present included: Jack Colvard, Pam Benson, Emergency Government; Arthur Jacobson, Chuck Mehls, John Mortensen, County Board; Frank Ivy, A & E Land Surveying; Doug VanSomeren, Kolpak Refrigeration; Paul Burch, County Sheriff; Bruce Brantner, 911; Daniel J. Fedderly, Steve Schofield, Highway Department; Bill Hawley, Baldwin Bulletin; Rick Pfaff, Somerset Police; Brad McAbee, River Falls Police; Rick Huston, United Fire; Barbara Nelson, Public Health; David Hausman, DNR; and Craig Olson (former SERB (State Emergency Response Board] member). The meeting was called to order at 1:02 p.m. by Chairman Ivy. The meeting agenda was adopted on a Hawley/Jacobson MOTION. The August 27, 1997 Minutes were approved on a VanSomeren/Mortensen MOTION. The next meeting will be held on December 17, 1997. NEW BUSINESS 6. Discontinuation of the SERB Colvard informed the Committee that the SERB will sunset on 06/30/98. This is the result of the Lt. Governor's recommendation to discontinue numerous boards and commissions. This recommendation was carried out in the budget bill signed by the Governor. The responsibilities handled by the SERB will be taken over by Wisconsin Emergency Management (WEM) staff. Discussion followed concerning the LEPC. Per VanSomeren and Olson, Federal law does allow for the reassignment of SERB duties to a state agency. However, it also mandates that there must be LEPCs. Updates will be given to the Committee as they become known. UNFINISHED BUSINESS 1. Recap of 1997 Training Grant and Funding Colvard reported that 20 courses were presented through WITC and the County in FFY (Federal Fiscal Year) 1997 to 337 students. State funding provided $4,720.90 and an HMEP (Hazardous Materials Emergency Planning) subgrant provided $2,319.51 for a total of $7,040.41 to pay for those courses. NEW BUSINESS 1. Consideration of HMEP Planning Sub rant After reevaluating the subgrant, Colvard inquired whether or not the Committee would like to participate in the subgrant. He informed the Committee of two projects that could possibly be funded under the grant. After hearing the proposals, the Committee agreed on the project of multiple exercises and training to cover a wide variety of agencies, municipalities, and elected officials. These training exercises could be progressive and lead up to a full-scale exercise which could then be held in 1999. After discussion concerning involving personnel not usually involved with exercising, a Mehls/Huston MOTION was approved that Emergency 1 Government apply for an HMEP Planning Subgrant for use in a progressive exercise program. 2. 1998 SARA (Superfund Amendment and Reauthorization Act) Grant Colvard passed information out to the Committee on the new SARA Grant for 1998, which has been applied for. This year's grant is approximately $600 more than last year's. 3. LEPC Inspector Position Ivy informed the Committee that he would like to resign as the designated County LEPC Inspector. His Inspector license will be expiring in November. The Emergency Government office will check to see if inspector training is still being offered by the State. Until further notice, a State inspector will be designated as the official County inspector. 4. Ideas for Future Training Exercises This was discussed under New Business, #1. 5. Review of LEPC's Policies After discussion and review, no changes were made to the following policies dealing with: Section 304, Spill Notification; Sections 311 and 312, Community Right -to -Know Reporting Requirements; Section 324, Release of Information to the Public; and the Hazardous Materials Response Costs Reimbursement Policy. 6. Discontinuation of SERB This area was covered at the beginning of the meeting. 7. Public Comments A letter was sent out last week to area responders, County Highway, Sheriff's Department, and public works departments regarding 20 different classes eligible for funding to be offered in FFY 1998. Interested agencies/departments need to return response sheets to this office before the end of the month. Adjournment The meeting adjourned at 2:20 p.m. on a Nelson/Mortensen MOTION.
