Public Health FamilyWIanningC ROLL CALL: Quorum present. 246-8263 St. Croix Industries ADOPTION OF, AGENDA: Ron Lockwood requested that Shannon DeWulf, 246-8299 Alzheimers Coordinator from American Heritage be added to unfinished 246 X business. Shannon was to have presented at meeting in November that was 246-8220 cancelled. Motion to adopt agenda with addition made by Joan Richie; second Information by Lorraine Darnauer. Other Departments 715/246-6991 TDD ACTION ON PRE' iOUS MINUTES: Minutes accepted as written from previous 246-8325 meeting. Larry Weisenburger reported that he did not receive notice of the rescheduled meeting in November; his address was checked and is correct; he will notify us if this occurs again so we can locate that problem. DATE OF NEXT MEETING: Wednesday, April 9 1997 at 1.30pm In the Board Room of the Human Services Complex in New Richmond UNFINISHED BUSINESS: Wisconsin Department of Health & Family Services 1997-1999 Biennial Budget request was discussed with Ron Lockwood handing out a summary of the Governor's Budget. Note that the items are statewide, so some of them may not affect us at the county level much. Example: 75 slot increase for CIP1 B statewide may not even yield St. Croix County any slots. Ron Lockwood noted that Item #6 is a very good deal explaining that CIP1 A is for those persons discharged from Northern Center. Most of the persons still in that institution would need extensive services in the community to make their placements work; making the costs of the placement more than others who are already placed in the community. American Heritage Alzheimer's Unit, Hammond WI. Shannon DeWulf, Alzheimer Coordinator gave a presentation of the Alzheimer Unit. It has been opened for about one year now. They have a capacity for ten residents; has a secured unit with WanderGuard Bracelets. Shannon discussed the care philosophy for the residents and handed out information on admission guidelines/information and services provided. This information will be passed along to let persons at St. Croix Human Services know of the facility. NEW BUSINESS: Financial Report was discussed for year ending 1996. Stayed within the budget overall. Noted on the financial report that Brain Injury Waiver figures are added; we will have ongoing clients on that program now. Also, the wording will be changed under the CIP1 B waiver program - "Nursing Home" is confusing as this does not have anything to do with nursing home finances; it only means that the persons on CIP1 B program were either discharged from Nursing Homes or by being on the program can be diverted from being admitted to one. We will come up with some better description for this. Variance & Purchase Requests: NONE Statewide LTC Advisory Committee report from Ray Mealey. Ray reported that at this time the only definite that has happened in regards to long term care Redesign is that the Bureau of Long Term Support and the Bureau on Aging have merged. The priority at this time appears to be what to name the new bureau and who will have control. 1997 COP Plan Update: Ron Lockwood discussed the plan which indicates to the BLTS what our expectations are for the 1997 year and how we will distribute monies and services. Motion made by Lee Kellaher to accept the plan as written by Mr. Lockwood and submit it with this committee's approval; second by Glenda Zielski; carried. THE COUNTY PERSPECTIVE ON LONG TERM CARE REDESIGN: There was much discussion in regards to this topic. There are no definite answers to what will happen to the LTS Programs, who will be administering what, or actually where funds will becoming from or going to. Ongoing meetings will continue and Ron Lockwood and Ray Mealey will keep the committee informed. Some of the issues that this committee and our county LTS Unit have were discussed at the Statewide LTC Committee when Ray Mealey attended. A copy of those is included for your information. Ron Lockwood & Ray Mealey continue to encourage anyone on this board or anyone with input to contact their legislators and make there concerns known.
