Meeting was called to order by Chair Ray Mealey at 1:30pm.

Roll Call was taken by Ron Lockwood with 14 members present
and 1 member excused.
Ron Lockwood announced a change in the presenter for the Long
Term Care Redesign presentation as Kent Sprague is ill. The
presentation will be made by Karen Hall, LTS Coordinator for St.
Croix County. The plan will be to conduct meeting procedure until
2:00pm and then have the presentation on redesign and reconvene
the meeting again after the presentation to finish committee
business.
Motion made by John Mortensen; second by Marguerite Sumner to
adopt the agenda as presented. Motion carried.

No actions were taken on the previous meetings minutes. Motion was made by Lee
Kellaher; second by Fern Johnson to accept the minutes as published. Motion carried.
THE NEXT MEETING OF THIS COMMITTEE WILL BE TUESDAY, MAY 13 AT
9:30AM AT THE HUMAN SERVICES COMPLEX IN NEW RICHMOND. The Human
Services Board will be meeting on that date with Gerald Born, Administrator for the
Department of Health & Family Services giving a presentation on Long Term Care
Redesign. This committee will conduct business from 9:30am adjourn at 10:OOam to
attend the presentation and then will reconvene after the presentation to finished any
unfinished business.
NEW BUSINESS:
Financial Report - due to computer problems & changes the figures we have at this
point in time are through January 31, 1997. Patterns are not noticeable with only this
one months figures. Next meeting should produce figures for the period through March
31, 1997.
Variance & Purchase Requests: none
Statewide LTC Advisory Committee Report: Chair Ray Mealey will be attending this
conference and will report back to the committee any information/news.
1996 Annual Report for Long Term Support Unit: This annual report reflects the
increases and/or decreased in all of the programs administered by LTS Unit. Special
note is made regarding the Adult Protection and Guardianship/Protective Placement
numbers increasing dramatically. It is felt that this is due partly to the community
reporting more and the ability to keep better records of those referrals. Motion made
by Lee Kellaher; second by Keith Gregerson to approve the LTS Annual Report as
written. Carried.
LONG TERM CARE REDESIGN PRESENTATION: Given by Karen Hall, St. Croix
County Long Term Support Coordinator. The presentation included information on
who it will effect, what programs it will effect, why change the system, what will happen
next and the many unanswered questions this issue has raised. At the present time
there are no answers and no definite time lines. Many questions were asked and much
discussion followed the presentation.
Meeting called to order at 3:10pm for continuing business.
Aging Unit Report: Sandra Gehrmann, Office on Aging Director reported that they are
continuing to operate under a continued resolution; that the Older Americans Act has

not been finalized and she encourages this committee to contact legislators to follow up
on showing support for the Older Americans Act with another letter and individual letters
from the community to show support.
In closing, Ron Lockwood expressed the importance of attending the next meeting
with regard to LTC Redesign. He also thanked the members for attendance today with
such an important issue, everyone needs to be informed.
Motion by Wanda Viellieux to adjourn; second by John Mortensen. Carried.
