PERSONNEL COMMITTEE MEETING
Date: January 6, 1997 Location: Government Center, Hudson
The Personnel Committee meeting was called to order at 1:05
p.m. by Chairman Bill Krueger. Members present: Krueger, Art
Jacobson, and Tim Filipiak. Excused absences: John Bradley and
Mary Louise Olson. Also present: Debra Kathan and Jean Peterson
from the Library staff.
Moved (Filipiak, Jacobson) and approved to adopt the agenda as
presented. Moved (Jacobson, Filipiak) and approved to accept the
minutes of the December 9 meeting. Next meeting was tentatively
scheduled for February 3 at 1 p.m.
Kathan noted that 1997 wages had been fully -implemented in the
law enforcement union and among the non -represented group. The
contract was in final form and no problems were encountered with
implementation of any of the wage and benefit conditions for these
groups.
Kathan explained the procedures implemented in the phase -out
of the County Library. Employees on lay-off status and those in
the Books -by -Mail group will be notified of vacancies within the
workforce for which they may qualify.
Moved (Jacobson, Filipiak) and approved to permit the
Personnel Director flexibility to fill temporary positions through
recall of Library employees, with benefits, for a period not to
exceed the time until the next Personnel Committee meeting, at
which time the Committee would review the position and determine
its "benefit" status.
Krueger updated the Committee on the status of the KIDS
program and its impact in the Child Support Office. Moved
(Filipiak, Jacobson) and approved to permit up to 500 temporary
help hours in the Child Support Office in 1997, designated as a
computer/data entry position.
The Committee requested that Law Enforcement create an
Organizational Chart that illustrates the flow of command within
the department. Personnel Director will follow-up with Sheriff on
this request. Discussion regarding the need for lead workers or
shift supervisors in the law enforcement area. Requested that this
be studied at a future date.
