PERSONNEL COMMITTEE MEETING
Date: June 2, 1997 Location: Government Center, Hudson
The Personnel Committee meeting was called to order at 1 p.m.
by Chairman William Krueger. Members present: Krueger, Tim
Filipiak, John Bradley, and, arriving at 1:30 p.m., Mary Louise
Olson. Excused absence: Art Jacobson. Also present: John Krizek
and Debra Kathan.
Moved (Filipiak, Bradley) and approved to accept the agenda as
presented. The next meeting was confirmed for June 10 and 11, at
which time a mediator from WERC would meet with the County and
representatives of AFSCME. Moved (Filipiak, Bradley) and approved
to accept the minutes of the March 3 Personnel Committee meeting.
Kathan updated the Committee on recent hires and terminations
within the County workforce. It was noted that federal dollars for
additional law enforcement personnel had been approved for the
County and within the next week, staffing would increase by three
deputies. This includes a promotion from the patrol division to
investigator, three promotions from the jail to patrol, and three
new hires into the Corrections Officer classification. Krueger
asked that we develop an agenda item for an upcoming meeting to
discuss psychological testing for law enforcement.
A letter will be distributed this week to all department heads
and County Board members regarding the procedure to request new or
upgraded positions as part of the 1998 budget process. These
requests will go before the Personnel Committee in July for action.
Krizek discussed the budget process and the use of block
grants to selected departments. He reviewed funding sources,
particularly state and federal dollars, and the use of mandates to
accomplish goals or standards versus the use of county property tax
dollars to fund or supplement program costs. He reviewed funding
issues in major departments such as Human Services, Highway, and
Law Enforcement and the concept of matched and/or over -matched
funds.
Kathan is serving as host for the Wisconsin Public Employer's
Labor Relations Association supervisory seminar in Eau Claire on
June 20. As of today, 16 St. Croix County managers had committed
to attending the one -day seminar. WPELRA expects to draw 100
people to the Eau Claire conference from throughout the western
Wisconsin area.
Motion (Bradley, Filipiak) to go into closed session per WI
Stat. 19.85 (1) c and e to review the County's position as it
prepares for mediation next week. Roll call vote: all aye; moved
into closed session at 2:05 p.m. Moved (Bradley, Olson) and
approved to come out of closed session at 2:40 p.m. Filipiak called
for adjournment; Krueger adjourned the Committee at 2:40 p.m.
