SUBMITTED BY: Debra Kathan Personnel Director DATE: August 11, 1997 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members PERSONNEL COMMITTEE MEETING Date: September 8, 1997 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 1 p.m. by Chairman William Krueger. Members present: Krueger, Mary Louise Olson, John Bradley, Art Jacobson, and Tim Filipiak. Also present: John Krizek and Debra Kathan. Moved (Bradley, Olson) and approved to accept the agenda as presented. The next meeting was set for 1 p.m., September 22 at which time the Committee would review the report from the Evaluation Team. Moved (Filipiak, Jacobson) and approved to accept the minutes of the August it meeting. The Committee reviewed various departmental requests for temporary help dollars to be included in the 1998 budget. Moved (Filipiak, Olson) and approved to recommend for inclusion in the 1998 budget the temporary help position of Information and Referral Clerk, Office on Aging, at an approximate cost of $5,614. Moved (Jacobson, Filipiak) to recommend for inclusion in the 1998 budget the temporary help position of Real Property Lister Assistant at an approximate cost of $6,125. Roll call vote: four aye, Bradley nay; motion carried. Moved (Bradley, Jacobson) and approve to recommend for inclusion in the 1998 budget the temporary help position of Planning Secretary at an approximate cost of $2,290. Moved (Bradley, Jacobson) and approved to recommend for inclusion in the 1998 budget the temporary help positions of Park Supervisor for Troy Beach at an approximate cost of $5, 366 and nine Park Technicians for Troy Beach and Glen Hills Park at an approximate cost of $44,622. Moved (Bradley, Olson) and approved to recommend for inclusion in the 1998 budget two temporary help positions for Glen Hills Park at 250 hours each, at an approximate cost of $3,803. Moved (Bradley, Jacobson) and approved to recommend for inclusion in the 1998 budget the temporary help positions for the Sheriff's reserve (15 auxiliary deputies) at an approximate cost of $44,004. Moved (Bradley, Krueger) and approved to deny the request for a Clerical Aide position with Land Conservation. Moved (Filipiak, Jacobson) and approved to recommend for inclusion in the 1998 budget the temporary help positions of Child Support Computer Operator/Special Projects and Child Support Clerk at an approximate cost of $6,681 and $12,140 respectively. Moved (Bradley, Filipiak) and approved to recommend for inclusion in the 1998 budget the temporary help position of Summer 4-H Intern with the Extension Office at an approximate cost of $2,729. Moved (Olson, Bradley) and approved to recommend for inclusion in the 1998 budget the temporary help position of Court Clerk with the Clerk of Courts Office at an approximate cost of $5,315. Moved (Bradley, Filipiak) and approved to recommend for inclusion in the 1998 budget the temporary help position of Groundskeeper at the SCHC, at an approximate cost of $4,116. Moved (Filipiak, Krueger) and approved to recommend for inclusion in the 1998 budget the temporary help position of Groundskeeper at the Government Center, at an approximate cost of $2,500. The Committee recommended that the Finance Committee review private contracting options for the summer lawn work at County facilities. It was noted that the requests for a Secretary in Planning and Receptionist in the Circuit Courts were under the 160-hour minimum requirement for Personnel Committee action. Since there were no objections from the Personnel Committee, the positions were to appear in the 1998 budget under supervising committee authority. The Personnel Director noted that all retro-pay from contract settlements had been completed. Life and health insurance meetings were scheduled to inform departments of changes in the policies effective November 1, 1997. The Committee received updated information on position fills and position vacancies. It was noted that more than 400 employees participated in the three employee picnics hosted by the Personnel Committee.
