PUBLIC PROTECTION COMMITTEE MEETING
January 9, 1997
MEMBERS PRESENT: Bill Krueger, Chuck Mehls, Jack Dowd, Herb Giese
and Bob Gunderson.
STAFF PRESENT: Sheriff Paul Burch, Jail Captain Karen Humphrey,
District Attorney Eric Johnson, Communications Director Bruce
Brantner, Medical Examiner Marty Shanklin, and Renee Carufel.
Students from the Hudson High School were there to view the
meeting.
Motion to approve the agenda by Dowd, second by Mehls. Carried.
Motion to approve the minutes of the Dec. 6th meeting by
Dowd/Giese. Carried.
Date of the next meeting Feb.7th at 9:00 a.m.
MEDICAL EXAMINER'S REPORT: Shanklin reported on one autopsy in
December. Motion to approve the bills of $3142.56 by
Geise/Gunderson. Carried. Shanklin requested a line item transfer
of $1569.92 taken from line #219 (autopsies & livery service ) into
salaries. Motion to approve the transfer by Mehls/Gunderson.
Carried.
DISTRICT ATTORNEY'S REPORT: Johnson requested a line item transfer
of $200 from the unused postage line to the travel & overtime
budget line. Motion by Giese/Mehls to approve this transfer. Motion
to approve the bills of $3736.81 by Gunderson/Dowd. Carried. The
status of the juvenile smoking ordinance was discussed.
BILLS & VOUCHERS: Bills for the Jail were $59,320.73 and Sheriff's
Dept. $11,214.02. Revenues for the month of December were
$124,191.77. Motion by Giese/Dowd to approve these vouchers.
Carried.
SHERIFF'S REPORT: Burch reported that the Highway Safety Grant of
$2000 has been approved. This money will be used to purchase
materials necessary to make a portable speed detector board.
The Highway Dept. will provide the labor to make this.
Burch informed the committee about the drive -by shooting that
occurred in Glenwood. Three people have already be arraigned for
this incident.
He also reported on an incident on the Boardman lake property. The
DNR has determined the lake is close enough to the road so that
people can gain public access to this lake. A fisherman's two
son's, ages two and four, were sliding around the lake and Mr.
Boardman insisted that they be arrested for trespassing. The St.
Croix County officer had to cite the father for allowing the
children to trespass.
Bruce Brantner explained the grants available for telecommunication
equipment. These contributions come from State Government and
Industry.
JAIL CAPTAIN REPORT: Captain Humphrey reported on the yearly
average daily population for the Jail. Our numbers are staying up
there. John Cain from Venture Architects is interested in being
put on the bid list if we ever want to expand.
JAIL ASSESSMENT AND MAINTENANCE: Captain Humphrey informed the
committee that the panel boards are still malfunctioning in the
Jail. She would like to have two different bids, one for a total
upgrade and the other for repairing the present system.
Discussion on the lack of hot water in the Jail was held. The
committee suggested that we ask to get bids or solutions to these
problems.
PHOTO ID'S: Since a motion to approve these ID cards was made in
November, Mehls suggested the County Clerk's office send a memo to
each county board member to have their picture taken the morning of
the next county board meeting.
CHILD SUPPORT REPORT: Motion by Giese/Mehls to reinstate the
special projects computer operator for 500 hours this year which
will be 66o federally funded and approved the transfer of the CSA
index from the HP 3000 to another county system. Carried.
Motion by Dowd/Giese to adjourn at 3:25 p.m.
