Chuck Mehls was excused. STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Jail Captain Karen Humphrey, Medical Examiner Marty Shanklin, Finance Director Rich Loney and Renee Carufel. Motion to approve the agenda as published Giese/Dowd. Carried Motion to approve the minutes of Feb. 7th Dowd/Gunderson. Carried. Date of next meeting April 8th, 9:00 a.m. MEDICAL EXAMINER'S REPORT: Eleven cremations for the month of Feb. Motion by Giese/Dowd to approve the bills of $1728.57. Carried. BILLS & VOUCHERS: Reviewed. Motion by Giese to approve $31,558.99 for the Jail and $6,962.91 for the Sheriff's Department. Second by Gunderson, carried. Revenues for February were $63,552.84. CHIEF JAILER'S REPORT: Computer imaging is being installed and the staff is being trained to operate this. Humphrey also reported that the two new cameras are up and running in the hallway. SHERIFF'S REPORT: Burch reported that there was an armed robbery with injuries at the Fina Station in Houlton. The talk -through window in the Jail has not been installed yet. Brantner suggested to look into purchasing a commercial model rather than the residential one they were considering from Radio Shack. CHIEF DEPUTY'S REPORT: Ihrke reported that a ranch in California was seized in a drug forfeiture. There will be $100,000.00 from this sale to be split three ways by Polk, St Croix Counties and the FBI. Dowd wanted to know how the Sheriff's Department handled the security of the evidence room. Explanations were given. Organizational charts were discussed. The Committee wants one from each department, (District Attorney, Sheriff Department & Child Support). DISTRICT ATTORNEY'S REPORT: Motion by Gunderson/Dowd to approve the bills of $1754.31. Carried. CLUES: Krueger reported that there are some problems with Clues since Hudson and No. Hudson have joined our system. One of the problems could be the phone lines are not adequate for the new system. Giese suggested that we call the Clues people and the telephone people to get this problem solved in a timely manner. GRANT APPLICATION UPDATE: Burch reported that the Computer Equipment Grant will have to be ready by November to be used for next year's budget. JAIL ASSESSMENT: Humphrey explained that we should use the Jail Improvement Fund for construction, remodeling, repair or improvement of the county jail. She also requested money for twelve man -down switches. Originally the department had 10 switches but 5 are broken. Motion by Dowd/ Giese to approve $1692 for these new switches. Carried. TOWING POLICY: Dispatch has a rotation they follow. The Sheriff's Department met with the State Patrol and they also rotate their towing calls. Bruce Brantner will inform each towing company as to our policy. POTENTIAL JAIL INCREASE/IMMIGRATION: The Federal Authorities have contacted Humphrey and would like to sign a contract to guarantee up to 50 beds per day. Krueger explained that we have to figure the cost per day for each inmate. Loney will work up a figure on this. After we get this figure we will approach the Immigration Department with a proposal. CHILD SUPPORT: Holmes presented a letter of thanks to the committee for approving the modern office furniture for that office. Holmes explained that the Child Support programs are being changed at the federal level. She will keep the committee informed of any changes as they happen. Motion to adjourn Giese/Dowd at 11:00 am.
