MEMBERS PRESENT: Chairman Bill Krueger, Herb Giese, Jack Dowd,
Chuck Mehls and Bob Gunderson.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Jail
Captain Karen Humphrey, Patrol Captain Roland Thompson,
Communications Director Bruce Brantner, Child Support Administrator
Lynn Holmes, County Administrator John Krizek, Finance Director
Rich Loney, Civil Process Server Tom Belongia and Renee Carufel.
Motion to approve the agenda as published by Gunderson/Mehls.
Carried.
Motion to approve the minutes of March 6th Gunderson/Giese.
Carried.

TOWING COMPLAINT: Mehls explained how he replied to the complaint
of Kerry Peterson of New Richmond, who is no longer on the roster
as a towing agent. The Sheriff will deliver another communication
packet that he has requested. His main complaint is that he does
not think he is getting his share of towing calls. Brantner
reported as to how other counties handle their towing policy. We
have 10 areas defined in the county and try to divide the calls for
the different towing agents. Bruce will prepare a list of
qualifications that are required to stay on the calling list.
BILLS & VOUCHERS: Motion by Dowd/Gunderson to approve the
Sheriff's vouchers of $12,128.43 and $56,013.14 for the Jail.
Carried. Burch made special note to explain the bill for the
luminescent lettering for the fire jackets to be used in the Jail.
The revenues for the Jail for the month of March were $164,955.79.
MEDICAL EXAMINER'S REPORT: Thompson reported on the first traffic
fatality of 97. This was a 75 year old male who died in a car fire
on March 15th. An autopsy was performed and it was determined that
he died from the fire. Motion by Mehls/Giese to approve the bills
of $3129.15 Carried.
CHILD SUPPORT REPORT: Holmes explained the Personal Responsibility
and Work Opportunity Reconciliation Act of 1996 requires that
states establish a central unit for receipt and disbursement of
child support collections. The purpose of this mandate is to
streamline and reduce the costs of the receipt and disbursement
process. These duties are now in the Clerk of Courts office but
would be shifted to the Child Support office. Holmes will need more
staff by Oct. 1, 3-9-94. a 1 ,y
DISTRICT ATTORNEY'S REPORT: Motion by Giese/Mehls to approve the
bills of $845.94. Carried.
CLUES UPDATE: The Clues program name has been changed to Public
Safety Program which has been operating several years on the civil
process program. The computer prints each form as needed. Digital
imaging does have an extension of a file problem which is being
worked on. St. Croix Co. has been selected by the State for the
pilot project for finger printing. Prints will be sent via modem
to the FBI. We hope to have this in place by August for other
municipalities. St.Croix County will be the beta site. We have
updated the clues program so that it is working more efficiently by
hiring a consultant with specialized equipment to find these
problems.
CHIEF DEPUTY'S REPORT: Ihrke reported that a lot of other agencies
have shown an interest in touring our lab and jail. Everyone is
quite impressed.
UPDATE OF COPS GRANT: Burch reported that the COPS grant has been
approved. We have everything in place; just waiting for final
written approval. With the two additional patrol people that the
grant provides, we will be able to do more patrol work so there
will be more traffic tickets issued. The County received another
grant for $4500 to control drinking parties in Somerset. The Safety
and Sober Campaign received $2000. This money was used to build a
speed board which clocks miles per hour.
JAIL REPORT: Ayres is coming with an engineer on April loth to
look at the electrical panels in the Jail.
STATUS OF IMMIGRATION REQUEST: This situation originated when
Immigration came to our facility and requested more jail space. The
Finance Committee has declared this is their responsibility, as it
would be an expansion. There are some decisions to be made such
as: 1) limit the risk by having Immigration pay for the whole
addition. 2) We should be doing this for a profit of at least $10-
20 per day per inmate. 3) We will need cost plus a contract from
the Federal Government and this cost must be based on the last 12
months. 4) Must have approval of the whole county board. Krizek
explained that we are not in the business to make a profit. We
should grow only to serve our population. After reviewing the jail
cost analysis of daily prisoner expense, it was determined that we
would need around $85-95 per day per inmate. It is the consensus
of the Public Protection Committee that they would like to keep
working on this and should have a joint meeting with the Finance
Committee. Krueger thanked Loney and Krizek for their work on this
project.
