PUBLIC PROTECTION COMMITTEE MEETING
May 7, 1997
MEMBERS PRESENT: Herb Giese, Jack Dowd, and Bob Gunderson.
Chairman Bill Krueger was excused. Chuck Mehls was absent.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Jail
Captain Karen Humphrey, Patrol Captain Roland Thompson, Child
Support Administrator Lynn Holmes, Medical Examiner Martin
Shanklin, Communications Director Bruce Brantner, Maintenance
Manager Ralph Robole, Service Technician Dave Best, Administrative
Coordinator John Krizek and Renee Carufel.
Motion to approve the agenda as published by Dowd/Gunderson.
Carried.
Motion to approve the corrected minutes (change 1999 to 1998 in
the Child Support report) of April 8, Dowd/Gunderson. Carried.
Date of the next meeting June 4, 9:00 a.m.
STATUS OF IMMIGRATION REQUEST: Sheriff Burch reported this was a
dead issue because Immigration cannot negotiate with anyone
without an existing building. They still want a guaranteed bed
space contract where they will be paying for the beds whether they
use them or not. Giese suggested that the departments meet with
Corporation Counsel and put together a tentative package on this
issue.
JAIL PANELS: Krizek explained the security system evaluation from
Ayres Associates for the new panels in the Jail. We are looking at
a cost of $225,000 for replacement of the whole system and $38,000
for engineering. Krizek recommends we explore different
engineering services before we go to the Finance Committee for a
contingency fund transfer of the $38,000 for engineering. Motion by
Dowd/Gunderson to make an immediate search for an engineering firm
to bring our security system up to date. Carried.
COPS GRANT: Burch reported that they are proceeding with the
interviews for two patrol and one investigator positions. We will
need furniture for the two workstations for the patrol persons and
investigator's office. Ihrke reported that the total cost would be
$7,422.21. Motion by Gunderson/Dowd to approve using up to $7,500
from Polk/St Croix drug fund for this furniture. Motion carried.
Burch reported that the new squad cars have arrived. These will be
given to the new patrol officers. The Department is looking at
Dodges as an alternative for patrol cars in the future.
Bruce Brantner presented a towing policy that will be sent out to
all towing services.
BILLS & VOUCHERS: Motion by Dowd/Gunderson to approve the bills of
$33,215.02 for the Jail and $11,973.62 for the Sheriff's
department. Carried. The revenues for the month of April were
$109,927.80.
MEDICAL EXAMINER'S REPORT: Shanklin reported one autopsy and two
suicides last month. Gunderson motioned to approved the bills of
$3116.29. Second by Dowd. Carried. The revenues for April were
$300.
SHERIFF'S REPORT: Burch attended a management training in the
State from the FBI. Humphrey reported that the photo imaging is up
and working very well.
PATROL CAPTAIN'S REPORT: Thompson reported that on 4/12/97 we had
our second fatality in the county. This was a 32 yr old male in the
village of Somerset involved in a car accident.
The speed board is now ready and will be moved around the county.
Ihrke reported there has been a rash of church burglaries.
Arrests have been made so hopefully this problem is solved.
Burch reported that the Satanic concert scheduled for June 22 in
Somerset has been canceled.
INCREASE OF DAILY JAIL RATES: The State contract goes from July to
July and we have informed them that the rates might go up.
Discussion was held not to raise our rates so high that the state
and immigration will go elsewhere. Motion by Gunderson/Dowd to
increase our daily rate from $55 to $60 per day to all users
effective July 1, 1997. Carried. This should help defray the cost
of the new security system.
NEW POSITIONS FOR 98: Humphrey requested 4 additional jail
sergeants. The cost is $43,2.90 x 4 totaling $173,160. This would
allow us to have a sergeant on duty at all times. Thompson
requested 2 night time patrol sergeants. The total cost would be
$3000 per year. No decisions were made at this time.
JAIL ASSESSMENT: Humphrey requested an additional $3,200 for the
installation of the camera to pan the entire parking lot. The
increase is because we want it on the roof instead of the original
site which was right outside the door. Motion by Dowd/Gunderson to
approve this request. Carried.
CHILD SUPPORT REPORT: Holmes made a new position request as of Oct
1, 1998. New Federal mandates add responsibilities to the Child
Support Department. In order to comply with the new mandates
Holmes has requested 1 full-time Child Support Specialist position
effective 10/1/98. If this new position request is approved the
1998 request for a temporary part-time Clerk will be from January
1, 1998 through September 30, 1998. Motion by Dowd/Gunderson to
recommend approval for full time child support specialist position
to begin Oct. 1, 1998. Roll call vote. Giese yes, Dowd yes,
Gunderson yes. Carried.
Motion by Gunderson/Dowd to approve a room rate of $62 per night
for 3 nights as this rate exceeds the maximum daily motel allowance
as defined in the Personnel handbook. This will enable Holmes to
attend the Wisconsin Child Support Enforcement fall conference
being held at the Regency Suites in Green Bay on Oct. 22, 23, 24,
1997. Carried.
Motion by Dowd/Gunderson to adjourn at 11:50 a.m. Carried.
