Chuck Mehls and Bob Gunderson were excused. STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Jail Captain Karen Humphrey, Patrol Captain Roland Thompson, Administrative Assistant Mary Martell, Child Support Administrator Lynn Holmes, District Attorney Eric Johnson and Renee Carufel. Motion to approve the agenda as published by Giese/Dowd. Carried. Motion to approve the minutes of May 7th Dowd/Giese. Carried. Date of the next meeting July 8th, 9:00 am. JAIL CAPTAIN'S REPORT: Humphrey reported that the Immigration people have set up an appointment on June 11 to discuss a guaranteed bed contract. She also reported that we have contacted five Engineers to come in and inspect the panels for repair in the Jail. Dave Best will arrange for interviews so this project can proceed as soon as possible. Humphrey reported that there is $2000 in the budget for the Jail library. To date, 225 books have been purchased for $1350. Humphrey noted that because we have been double Gelling for the last three years the average daily population has increased to 99. We currently have a Captain who works Monday through Friday, dayshift, and one sergeant , who works 7 p.m. to 3 a.m. This leaves a lot of time in the jail when there is no supervisor on duty, whereas the Captain and or/ Sergeant are on call by pager. State Jail Inspector Scott Morris has recommended and will continue to recommend that the supervisory levels in this facility be increased due to the high volume of inmates. Motion by Giese/Dowd to approve the request for four Union Jail Sergeants that are promoted from within, and are working Sergeants contingent on the favorable outcome of the final agreement from the union and Sheriff's department. Carried. BILLS & VOUCHERS: Jail presented their bills of $34,636.07 and the Sheriff's bills of $18,329.01 Geise moved to accept these vouchers. Second by Dowd. Carried. Revenues for the month of May were $54,578.67. PATROL CAPTAIN'S REPORT: Thompson requested two positions be promoted to Sergeants. With two Sergeants working night shifts, there would be supervision directed to the Patrol Officers on a daily basis. The Shift Supervisor must be a certified officer in the State of Wisconsin with five years of road experience as a Patrol Officer, Recreational Officer or Civil Process Officer. These two position would be filled by existing personnel. Motion by Dowd to approve two patrol officers as sergeants with these as union positions. Second by Giese. Carried. Thompson also reported on the 3rd fatality, a 35 year old whom had fallen asleep at the wheel, was struck head on and killed. The 4th fatality was a nine year old girl killed in car accident. He also reported on the performance of the stop sticks. Thompson informed the committee of the activities at the Edgefest. We received $2300 in revenue from Float -Rite for our costs to the department. The new patrol persons will be starting this week as a result of the COPS grant. COMPUTER SERVICES SUPPORT OF PUBLIC SAFETY PROGRAMS: Discussion was held on the need for more computer services support personnel. Motion by Giese to approve the Resolution to assign a full time computer specialist to the Public Safety computer program. Second by Dowd. Carried. STAFF REORGANIZATION: Martell reported that the Sheriff's department has one position vacant and Delores Ford is retiring June 6th. Because of two positions now vacant, it will be necessary to reassign job duties and responsibilities, update the job descriptions for reclassification, and therefore could reduce the office staff by one employee. The Department would ask that this position remain on our organizational chart should the need ever arise to refill this position. The grade one positions would be promoted to grade three. Motion by Giese to approve this personnel change and recommend they take to this to Personnel Committee. Second by Krueger. Carried. DISTRICT ATTORNEY'S REPORT: Motion by Dowd/Giese approve the bills of $845.94 for April and $384.20 for May. Carried. ASSISTANT VICTIM WITNESS POSITION: Discussion of the 1/2 time limited term position was held. It is a county policy that a temporary position must become permanent after 3 years. Giese made the motion to recommend the assistant victim witness position become permanent part-time. Second by Dowd. Carried. CHILD SUPPORT REPORT: Holmes reported that the new position for Child Support will commence on 10/01/98 and will receive a new job description next June pending legislative direction. Holmes reported on the welfare reform program. Motion to adjourn by Giese/Dowd at 11:30 a.m. Carried. Chuck Mehls, Secretary Renee Carufel, Recording Secretary
