July 7, 1997
MEMBERS PRESENT: Bill Krueger, Herb Giese, Jack Dowd, Bob
Gunderson and Chuck Mehls.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Jail
Captain Karen Humphrey, Patrol Captain Roland Thompson, Child
Support Administrator Lynn Holmes, Corporation Counsel Greg
Timmerman, Medical Examiner Marty Shanklin, County Administrator
John Krizek and Renee Carufel.
Motion to approve the agenda as published by Giese/Mehls. Carried.
Motion to approve the minutes of June 4th by Dowd/Gunderson. Carried.
Date of the next meeting August 6th, 9:00 a.m.
MEDICAL EXAMINER CERTIFICATION: Vouchers presented totaling
$6767.03. Motion by Giese/Mehls to approve these bills. Carried.
Greg Timmerman stated that due to the reversal of the death
certificate on the Neumann case, the integrity of the medical
examiner is in question. Special counsel should be employed to
examine this case. Motion by Krueger/Dowd to have the event or
change of the death certificate examined and also WI State Statute
69.12 examined for an opinion as to whether or not the change in
the death certificate was warranted. Carried.
IMMIGRATION CONTRACT: Immigration has sent a contract for 20 beds
and is in the process of being reviewed.
NEW EMPLOYEE TESTING: Committee has the authority to have new
employees tested to determine if their personalities are acceptable
for various positions and suggested the Sheriff's Department use
the Minnesota multi -phasing test for new employees. The Sheriff
explained the reason we no longer use this test was because of the
contradictory results that came back. Mehls made the motion to
have the Public Protection Committee require the Sheriff's
Department have new employees pass the Minnesota multi -phasing
test for any position that requires law enforcement certification
and also have the Personnel Department part of this procedure.
Second by Krueger. Carried.
BILLS & VOUCHERS: Motion by Dowd/Gunderson to approve the
vouchers of $17,090.97 for the Sheriff's Department and $49,044.13
for the Jail. Carried. The revenues for the month of June were
$109,600.13.
JAIL CAPTAIN'S REPORT: Humphrey reported that the average daily
population for June was 110 inmates. She also reported that a cable
has broken between block A and B which opens and closes the doors
electronically. Everything has to be operated manually and
therefore we have to cut down on the population in these two
blocks. The Committee wants this solved as soon as possible.
The Sheriff complimented the Jail staff on doing an excellent job
with this high population.
Humphrey stated that she is waiting for the last two quotes for the
electrical panels and then she will set up interviews with all five
companies to go over their proposals.
PATROL CAPTAIN'S REPORT: Thompson reported on three traffic
fatalities in the month of June. The three new officers are on
board and enforcement has increased considerably.
CHIEF DEPUTY'S REPORT: Ihrke reported that we have the juvenile
officer on board which gives us 6 investigators instead of 5. Dean
Rossing has this position. Dave Hake will get out of the drug
investigation and the new person will have to take the drug
training.
SHERIFF'S REPORT: Burch reported that we have not come to an
agreement with the new sergeant positions that is agreeable with
the department and the union. The Union wants a $200 per month
increase for the sergeant position. The Department will not
consider this but suggested $75 increase the first year and $50
increase the second year.
Sheriff explained the events of Sat. evening which involved the
killing of a person that was shooting at the officers.
RECOGNITION OF COUNTY OFFICER: Mehls reported that on June 4 a
gentleman fell into an auger and cut an artfery in his leg,
suffering heavy bleeding. Two County officers were on the scene
immediately and saved this persons life. The officers involved
were Tom Vanderberg and James Sanders. The Committee recommends
that a certificate be awarded to these two officers for having
saved this person's life.
COMPUTER SERVICES SUPPORT PROGRAM: Discussion was held on
accepting more communities on the Clues program. Krizek stated
that we are now logging all problem calls through the help desk so
that we know how many persons that are needed to solve these
problems. He also stated that the county is going to fill the
position that is vacant in Computer Services on 1/1/98. We will be
hiring for the vacant position in New Richmond also.
DISTRICT ATTORNEY'S REPORT: The bills of $1992.35 were presented.
Motion by Giese/Mehls to approve these vouchers. Carried.
CHILD SUPPORT REPORT: On the 14th of July the Personnel Committee
will consider the new position request for a Child Support
Specialist. Holmes explained the need for this position4
