STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Jail Captain Karen Humphrey, Patrol Captain Roland Thompson, Child Support Administrator Lynn Holmes, Director of Computer Services Kathryn Beutel, Office Manager Deb Staberg, Victim Witness Coordinator Ann Gustafson and Renee Carufel. Motion to approve the agenda as published by Mehls/Gunderson. Carried. Motion to approve the minutes of July 7th Giese/Gunderson. Carried. Date of next meeting Sept. 8th, 9:00 a.m. CLUES PROGRAM PARTICIPATION BY MUNICIPALITIES: Discussion was held on how much each municipality should pay for participation in this program. Beutel explained that we will need an essential upgrade that will cost $13,157.00 which would maintain our present system and replaces the way we are connected to the system. The expansion equipment would cost approximately $20,000 to take on more municipalities. The Committee recommended that we set up a new department named the Public Safety Program that can have their own budget. It was suggested that Public Protection and Finance have a joint session to decide the charges. Beutel reported that Information Services Committee will be filling the two vacant positions plus one additional person to work in computer services. Giese moved to approve the purchase of the expansion equipment for $38,300 to maintain our status quo and we agreed that the addition of three replacement personnel to Computer Services should provide adequate support. Therefore, when the new equipment and new people are in place we will have adequate provisions for new municipalities to come on board. We further recommend that a cost entity for the purchase of computer equipment be established and administrated by the Sheriff's Department but is not a part of the Sheriff's budget. We recommend that the County be the primary supporter of the Public Safety Computer program in order to help defray the computer cost. We recommend that we increase the $50 per terminal user fee to $100. Second by Mehls. Carried. Kerry Peterson, from a New Richmond area towing company, came before the committee and expressed his concern as to why some towing companies are getting all the towing business instead of rotating among more companies. This was discussed and the committee recommended that County officers hand out a list of towing companies to call from the scene of an accident letting the customer have his choice. IMMIGRATION CONTRACT: Humphrey is working on a few changes in the contract from Immigration. She will meet with these people one more time before bringing the contract to the committee. JAIL ASSESSMENT: Motion by Giese/Dowd to approve purchasing a cupboard for book storage and a computer station for the library for $1521. Carried. This expenditure will come from the Jail assessment fund. JAIL PANEL UPGRADES: We have four bids. Committee recommends that we drop James Thibault of Michaud, Cooley, Erickson Engineers of Minneapolis, Minnesota due to their lack of interest. Recommend that Timmerman inform this company they have been dropped from the bidders list. Humphrey was instructed to call the other four bidders and set up a special meeting for interviews. MEDICAL EXAMINERS CERTIFICATION: Krueger reported that Timmerman is still waiting for an opinion from the Attorney General's office on the Neumann suicide case. SHERIFF'S REPORT: Burch reported on the two concerts that were held at River's Edge. He did receive a noise complaint from the first one and noise complaints and theft incidents from the second event. CAPTAIN'S REPORT: Thompson reported on activities at the county fair and the major traffic problem with concerts. CHIEF DEPUTY'S REPORT: Ihrke reported that one investigator retired so we are in the process of filling this position. We will be hiring a drug investigator from in-house. JAIL CAPTAIN'S REPORT: Humphrey reported that the doors are still broken so the average daily population in these two cells has dropped. WI Detention still has not come through with the parts. Sheriff Burch left a message with the president of the company informing him of the urgency of this problem but never received a reply. The County lost $36,000 due to less inmates in these two cells since this broke. BILLS & VOUCHERS: Motion by Dowd/Mehls to approve the Jail bills of $41,035.62. Carried. Motion by Gunderson/ Dowd to approve the Sheriff's bills of $14,540.44. Carried. Revenues for the month of July were $200,210.68. Motion by Giese/Mehls to approve $3613.33 for the Medical Examiner. Carried. Motion to approve $1931.39 for the District Attorney by Giese/Gunderson. Carried. PART TIME DEPUTY COMPENSATION ALLOWANCES: Discussion of compensation for part time deputies' clothing and vests. No action was taken at this time because the Sheriff's Department informed the committee that there is used clothing available. BUDGET: Humphrey presented the Jail budget of $1,814,360. Motion by Giese/Dowd to put 21 cents per meal back into the budget, which would be an increase of $2,995. This is the cost we are now paying for kitchen equipment which will be paid for in 97. This would be in a special fund to replace the present equipment when needed. Carried. The Committee reviewed the Sheriff's Department budget of $2,448,724. Motion by Dowd/Mehls to approve it's adoption. Carried. Review of the District Attorney's $260,121 budget was held. Motion by Dowd/Gunderson to approve this as presented. Carried. The Committee reviewed the Victim Witness's $85,152 budget. Motion by Geise/Mehls to approve the same. Carried. CHILD SUPPORT: Holmes explained the Child Support budget. Motion by Dowd/Giese to approve the $346,778 budget. Carried. MEDICAL EXAMINER'S BUDGET: The Committee had some questions on the Medical Examiner's budget and because Shanklin was absent, they decided to wait and review his budget at a later meeting.
