MEMBERS PRESENT: Chairman Bill Krueger, Herb Giese, Jack Dowd,
Chuck Mehls and Bob Gunderson.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Jail
Captain Karen Humphrey, Building Facilities Manager Ralph Robole,
Service Technician David Best and Renee Carufel.
Meeting was called to order by Chairman Krueger at 8:00 a.m.
Motion to approve the agenda was made by Giese/Mehls. Carried.
Motion by Gunderson/Dowd to approve the minutes of the August 6th
meeting. Carried.
MEDICAL EXAMINER'S BUDGET: Examination was made and discussion
was held on this budget. Motion by Gunderson/Mehls to approve the
budget for $57,573 which is a decrease from the amount requested
because of lowering the salary to 3% increase instead of the 5% as
requested. Carried.
JAIL PANEL ENGINEERS INTERVIEWS: The following persons appeared
before the Board with their proposals:
1. Jeff Geiger, representing Arnold and O'Sheridan, Inc. from
Brookfield, WI. Mr. Geiger, Senior Project Manager of the security
team and a Principal of the firm, has led the security consulting
team since its inception. This company has worked on a multitude
of correction projects and has a solid understanding of the
functions and procedures in the prison environment. Their cost of
engineering was $38,000 and thought the project would take about
eight months.
2. Charles Hanson, of Detention Technology Consultants from
Indianapolis, IN. Mr. Hanson outlined ways that his consultants
can work in partnership with St. Croix County to correct our
problems. Their cost of engineering was $38,500 and he predicted
the project could possibly take 18 months.
3. William Thiesse of Ericksen Ellison and Associates, Inc. of
St. Paul, MN. Mr. Thiesse presented a long list of correctional/
judicial facilities that they have serviced in the midwest area
such as Anoka County, Stillwater Prison, Ramsey Co. Juvenile
Detention, Hennepin Co Adult Correction Facility and many more.
Their cost of engineering was $21,000 and he thought they could
complete the job in six to eight months.
4. James Thibault of Michaud, Cooley, Erickson Consulting
Engineers of Minneapolis, MN. In addition to designing the
security systems for over 100 banks, engineers at this firm have
designed security systems for the following building and clients:
Abbott Northwestern Hospital, Children's Museum, Cray Research, IBM
Corp., IDS Financial Services and many more. Their cost of
engineering was $61,000 and would take about one year to complete
the project.
5. Randy Lang of Lang Associates, Inc of Wausau, WI. Most of
the projects they are designing are using the membrane graphics
control panels with a PLC based processor system. He emphasized
the use of non proprietary systems using the "open architecture"
concept. An open system is one that does not restrict the user to
operate within a single hardware or software platform. Their
engineering cost was $23,000 and they expected to do the job in
about six months.
The Committee broke for lunch at 12:15 and resumed meeting at
12:45.
Discussion was held on the proposals. Captain Humphrey was asked
to check with Corporation Counsel Greg Timmerman for the
appropriate procedure to follow. Motion by Giese/Mehls to select
the Lang Associates, Inc. of Wausau, WI as the firm to install the
new security control system upgrade. Roll call vote: Giese -yes,
Gunderson -no, Mehls-yes, Dowd -yes, Krueger -yes. Carried. Motion by
Giese/Dowd to take the $23,000 for engineering fees from the Jail
assessment fund. Carried.
INTERPRETATION OF SUPERVISION POSITIONS: Burch reported that the
Union turned down the offer for shift sergeant because of money.
The Union and the County could not agree on the amount of increase
the two night patrol and the five jailers should receive. It was
suggested to offer this position to just the two patrol officers at
this time. The staff was directed to contact the union to see if
this is workable.
Motion by Gunderson to adjourn. Meeting adjourned at 2:00 p.m.
